The primary purpose of this position is to direct the full spectrum of the Civilian Payroll program, from hands-on systems management and payment validation to strategic program oversight. This is accomplished by providing expert direction on systems like DCPS and ATAAPS, resolving complex accounting issues, ensuring audit readiness through rigorous oversight, and implementing program-wide training and improvements. Requirements: - Obtain & maintain a security clearance - Financial Management Certification Knowledge, Skills, and Abilities (KSA): 1. Knowledge of commonly used accounting and financial principles, practices, policies and procedures associated with aspects of financial management and program execution involving Civilian Payroll. 2. Knowledge of and technical skills in using various financial systems and software products to include DCPS, ATAAPS, GAFS, Remedy and all Microsoft applications. 3. Knowledge of regulations requiring the safeguarding of propriety information. 4. Analytical skills and ability to review financial data, computer data products, and reports generated from external and internal sources. 5. Organizational skills to appropriately prioritize and effectively manage multiple and/or competing requirements. 6. Ability to use judgment in interpreting guidelines, adapting procedures or in recommending approaches or solution to complex and recurring problems. 7. Ability to communicate effectively: to include provide training and briefings, be able generate reports, memorandum, and briefing materials which are well organized and grammatically proper and are written at a level appropriate for the receiver.
