The Air Force Civilian Service (AFCS) is looking for a Full-Time Entry Level Contracting Specialist, Non-Supervisory (NH-1102-02) to work for the Air Force Materiel Command (AFMC) in the Air Force Life Cycle Management Center (AFLCMC) at multiple locations, including; Wright Patterson AFB (OH), Hanscom AFB (MA), and Eglin AFB (FL).
Base Salary Range: $43,106 - $82,938
Qualifications/Requirements
This position offers a developmental opportunity for a Contract Specialist to gain experience in business advisory, preaward, and postaward functions. The primary responsibility is to provide business advice to the customer and procure complex or specialized services, commodities, and construction through various contracting methods. The goal is to develop the skills necessary to become an Unlimited Warranted Contracting Officer.
This is a formal developmental role aimed at broadening the knowledge, skills, and abilities of an aspiring Contract Specialist. The position will involve directing or supporting activities related to procurement and contracting within the organization. Supervisors will assist and support development through the creation of a Contribution, Performance, and Development Plan, as well as an Individual Development Plan, to guide the achievement of developmental goals. Successful completion of these goals may lead to placement as an NH03 Unlimited Warranted Contracting Officer.

- Position may be a designated Drug Testing Position
- Education requirements: Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees with 2.95 GPA, or obtained higher education degree in which does not have GPA requirement
- Financial Management Statement: Financial Disclosure requirement
- May be required to travel by military or commercial aircraft in the performance of assigned duties.
- Business Advisory and Requirements Development: Provide business advice and guidance to technical personnel in the development of requisition packages. Review packages for compliance with administrative, regulatory, and procedural requirements. Research, interpret, and apply procurement guidelines and regulations, ensuring all required documentation and appropriate clauses are included.
- Post-Award Procurement and Contract Management: Procure and perform post-award functions for a variety of services, commodities, and construction projects. This includes managing contract types, contractor performance, resolving delays, and handling claims and closeouts. Additionally, conduct site visits, monitor contractor performance, and issue change orders as necessary. Negotiate and prepare contract modifications and address termination actions.
- Representation and Training: Represent the organization across various installations and functional areas, providing guidance and training. Offer recommendations for unresolved issues and perform follow-ups. Conduct training to improve acquisition practices, clarify policy changes, and explain new regulatory requirements.
