Other Duties
- Serves as both primary and alternate Contracting Officer Representative (COR) for multiple service contracts. Acts as the Subject Matter Expert pertaining to service contracts. Performs surveillance inspections in accordance with the Quality Assurance Surveillance Plan (QASP).
- Serves as advisor in the development of service contracts with the assistance of the Service Contracts Program Manager (SCPM). Validates and analyzes service contract requirements for establishing the Performance Work Statement (PWS); prioritizes and determines the type of service contract based on size, complexity, and total estimated cost.
- Develops Performance Work Statements (PWS) and Statements of Work for annual renewals and for new service contracts, to include "one-time" requirements which exceed the Simplified Acquisition Threshold (SAT) of $250,000. In accordance with Air Force Common Output Level Standard (AFCOLS), ensures service contracts provide the applicable level of service as specified by the Air Force Installation Support Standards.
- Leads/conducts Mulit-Functional Team meetings; participates in contract conferences, Art of the Possible events, and other applicable or related assigned duties. Complies with safety and security regulations to ensure a safe and effective working environment. Ensures financial soundness for areas of responsibility (if applicable) and immediately reports any discovered discrepancies to the supervisor. Meets all training requirements levied by management both initial and recurring. Performs duties to meet wing goals and ensures adherence to good housekeeping requirements.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
- Must be able to obtain and maintain an appropriate security clearance.
- The employee may be required to serve on base technical committees or serve as division focal point on specific technical matters.
- May act as project liaison with other design agencies as required.
- The employee may be required to work overtime, including emergencies.
- The work may require the employee to drive a motor vehicle. Must possess an appropriate and valid driver’s license.
- General and practical knowledge of engineering concepts, methods, principles, practices, and techniques; familiarity with engineering disciplines (mechanical, electrical, structural, utilities, etc).
- Knowledge of program planning and budgeting cycles, financial control, and budget systems; work classifications and the regulatory and statutory restrictions on the expenditures of appropriated and non-appropriated funds; automated data processing system capabilities and economic usage to effectively accomplish assigned functions.
- Knowledge of standard contracting regulations, practices, and procedures.
- Knowledge of analytical and diagnostic methods, procedures, and principles and surveying methods, equipment, and techniques of measurements to identify project requirements.
- Ability to plan and record site/facility surveys and inspections.
- Ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.
