The Air Force Civilian Service (AFCS) is looking for a full-time Supervisory Acquisition Program Manager, GG-1101-14 to serve as the Contract and Financial Management Branch Chief in U.S. Strategic Command (USSTRATCOM), C4 Systems Directorate (J6), IT Enterprise Systems and Plans Division (J64), Contract and Financial Management Branch, (J645), Offutt Air Force Base (AFB), Bellevue, Nebraska.
This position is a Cyber Excepted Service (CES) position implemented under Section 1599F, Title 10 United States Code (USC).
Required 3-year probationary period for new Federal government appointments.
CES applies and documents Veterans’ Preference IAW Department of Defense (DoDI) 1400.25, Volume 3005.
Salary range: $127,033 – 165,148 based on experience.

In this role, you will serve as the Contract and Financial Management Branch Chief, leading and directing activities associated with executing, managing, and monitoring all Combatant Command (COCOM) Information Technology (IT) contract and budgetary matters including oversight of a 7-year, $1.56B Information Technology Services Contract. Provides strategic leadership for implementing and sustaining Technology Business Management (TBM) principles across the Command, ensuring cost transparency, data-driven decision-making, and alignment of IT investments to mission priorities.

Qualifications/Requirements
- Must be a U.S. Citizen
- Must be able to obtain and maintain a Top Secret (TS)/Sensitive Compartmented Information (SCI) clearance
- This position is designated by the Air Force as a testing designated position under the Air Force Civilian Drug Testing Program and is subject to random drug testing.
- In-depth understanding of the policies, regulations, and laws governing acquisition, contracting, and financial management processes.
- Expertise in lifecycle management, cost-benefit analysis, and procurement techniques to evaluate the integration of new technologies into current or future systems.
- Familiarity with the mission, structure, and operations of the Department of Defense (DOD), Air Force, and other organizations that influence system acquisition and budgeting.
- Proficiency in the concepts, principles, and procedures used to analyze, plan, schedule, and coordinate the development of IT solutions.
- Ability to plan, organize, and direct teams involved in the development, production, and support of systems, coordinating engineering, contracting, financial management, testing, and manufacturing.
- Capacity to stay informed about technological advancements and provide management with recommendations for future requirements within budgetary and contractual limits.
- Cyberspace Qualification is a condition of employment. This position includes Cyberspace work as a paramount duty requirement. Per Department of Defense Manual (DoDM) 8140.03, para 4.2.a.(2)., requires foundational qualification requirements within 9 months of assignment to a cyberspace work role and resident qualification requirements within 12 months of assignment to a cyberspace work role. A waiver of these requirements may be granted per DoDM 8140.03. Failure to achieve and maintain the proper Cyberspace Qualification may result in removal from this position.
- Must have working knowledge of Defense Acquisition Workforce Improvement Act (DAWIA) and Acquisition Professional Development Programs (APDP) to build and maintain a certified and well-trained acquisition workforce.
- The employee is required to file a Confidential Financial Disclosure report, upon appointment and will be required to file annually.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
