The primary purpose of this position is to perform a variety of budget functions involving the formulation, execution, and/or analysis of budgets for substantive programs and support activities.
- Responsible for carrying out recurring assignment independently; conducts successive activities with objectives and priorities identified by supervisor or team leader.
- Performs budget formulation work involving preparation of detailed analyses of annual a/or multi-year budget estimates for assigned organizations/programs into a consolidated budget request.
- Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of funds for substantive programs or the most significant segments of substantive programs.
- U.S. Citizenship is required.
- Position is designated SPECIAL-SENSITIVE and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Education requirements: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0500/budget-analysis-series-0560/ Transcripts must be included.
- Knowledge of basic budgetary methods, practices, procedures, regulations, policies, and processes.
- Basic knowledge of missions, functions, goals, objectives, work processes, and sources of funding.
- Basic skill to apply methods and techniques (e.g., cost-benefit analysis, ZBB, amortization, depreciation, and pro-rating revenues and costs among customers) to prepare budgetary documents.
- Ability to make communicate orally and in writing in a clear and concise manner.
- The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
- This is a Financial Management Level 2 Certified position IAW the National defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
