The primary purpose of this position is to serve as the Squadron BCE for the 439 Airlift Wing, an organization of 103 authorizations, with the full scope of responsibility for managing the activities of the organization. The position is centrally managed by the Civil Engineer Career Field Team, and the employee must sign a mobility agreement as a condition of employment.

The Ideal Candidate Will Have The Following
- Comprehensive Engineering Expertise: The role requires a deep and broad understanding of professional engineering concepts, principles, and practices. This includes familiarity with various disciplines like civil, mechanical, electrical, and environmental engineering, as well as the trades, materials, and equipment used in civil engineering activities.
- Strong Leadership and Supervisory Skills: The position involves managing a large, multi-disciplinary organization of over 100 people. A successful candidate must have the proven ability to direct, mentor, motivate, and appraise a diverse staff, including subordinate supervisors, military personnel, and civilians.
- Strategic Management and Planning: The candidate must be able to establish organizational goals, develop long-range plans, and make executive decisions. The role requires directing the mission, evaluating program effectiveness, and managing complex projects and budgets in a dynamic environment.
- Knowledge of Government and Military Operations: A strong candidate will be well-versed in the specific operational context of the Air Force. This includes extensive knowledge of government contracting, personnel management regulations, safety protocols, and the unique mission and structure of a Base Civil Engineer organization.
- Excellent Communication and Interpersonal Skills: The position serves as an advisor to commanders and the primary representative for the squadron. The role requires the ability to effectively collaborate with other organizations, deliver presentations to senior leaders, negotiate solutions, and manage customer relationships.

Qualifications/Requirements:
- Must be a current, permanent CE career field employee.
- Signed mobility agreement (MA) is required; position is limited to 36-60 months.
- Those applicants not currently endorsed for KCP will be vetted by the Career Field Manager and MAJCOM Functional Advisor prior to being forwarded to the hiring official.
- Once assigned to a KCP, you will be eligible for promotions but restricted from accepting reassignments until the final six months of this assignment. A sponsor will be assigned to you within 12 months of the end of the assignment to assist you with finding a suitable outplacement within the mobility option that you have selected.
- An outplacement dream sheet will be provided by the sponsor. You will be given the opportunity to identify a desired location/position and effort will be made to accomplish this while providing a career path forward.

- Serves as the BCE at an Air Force or Joint Base Installation with responsibility for providing, operating, and maintaining highly complex infrastructure and facilities necessary to create and sustain responsive and effective combat operations on a global basis.
- Exercises supervisory personnel management responsibilities.
- Makes a periodic, comprehensive assessment and evaluation of program goals/objectives which provide a basis for long-range planning to enhance the organization’s management support capabilities.
- Represents the CE Squadron with a variety of installation organizations and outside agencies.
