What are the responsibilities and job description for the Mail & Print Services Technician position at Actalent?
Actalent is currently seeing a qualified Mail & Print Servcies Technician. This position will provide expertise and operational support across multiple functions, including Digital Printing, Reprographics and Graphics Production, for the Mail and Media Services (NWPP) organization at Bonneville Power Administration (BPA). The customer base for the services provided through this position is BPA system-wide and includes the populations stationed at BPA’s Portland Headquarters, Vancouver campuses and field offices.
RESPONSIBILITES INCLUDE:
- Operate all system interfaces and handle all source documents, e-files, and finished products consistent with document classification policy, copyright and trademark standards and established security requirements.
- Maintain inventory levels, to include:
- Monitor inventory level using established min-max thresholds.
- Notify order desk of low inventory status by submitting Kanban replenishment cards prior to stocking out.
- Confirm delivery of materials/ supplies.
- Validate quantity and type ordered vs. quantity and type received.
- Notify the order desk of receipt of supplies and/or of any discrepancies.
- Offering practical, well tested, and best value solutions that meet their requirement.
- Partnering on large projects to verify expectations are defined and agreed upon.
- Performing preemptive reviews to identify issues that stop or delay work.
- Capturing and leveraging the methods that drive success and deliver best practice outcomes.
- Prepare source documents for most efficient and cost-effective production process by using appropriate software tools and pre-press system to edit documents.
- Use pre-press system to develop and archive re-usable templates for jobs that are run on a regular basis and share common production specifications/requirements. Add description of template to procedural manual.
- Use pre-press system to reduce hand labor by programing/engaging automated finishing options (folding, insertion, drilling and stapling) into the production work stream.
- Perform pre-press and random in-process audits to validate product conforms to shop standards and customer expectations/specifications.
- Perform regularly scheduled and as-needed machine calibration to enable color match and output consistency.
- Set up and facilitate large collation and assembly projects using a sequential, demand-based processing methodology to eliminate redundancy and reduce the potential for error/rework.
- Balance technical requirement and best value cost control when recommending (or selecting inventory) materials and supplies needed to support a production run.
- Perform scheduled, routine machine maintenance, to include.
- Calibrate equipment to standards – at start-up and in-process.
- Replenish consumables and/or swap out operator-serviced items/supplies.
- Clean and service optical sensors, interlocks, and triggering mechanisms.
- Operate equipment within design limits and specified duty cycle.
- Record service activity in maintenance log – date and description of service.
- Perform first level diagnostics on malfunctioning machines:
- Make authorized, procedure-based adjustments and corrections.
- As requested, call service technician for break/fix support, providing service technician with description of problem set.
- Assist service technician with repairs upon BPA manager request.
- As required, perform routine start-up procedures, and required calibrations when recovering downed equipment.
- Record/describe events in downtime log – date, length of event, cause and fix employed.
- Promote high quality, cost effective, predictable, and productive outcomes by performing regular audits of work-in-process, comparing results with specifications and requirements. Collaborate and work with program manager and peer group to identify process fail points, and capture production related data for assessment and forecasting purposes.
- Interpret and convert written and verbal instruction into plans, actions, and outputs:
- Work from various formats (hardcopy and e-file source documents, spreadsheets, drawings, outlines, templates, color samples, and hand-written notes) to deliver a service or product.
- Interview customers to determine their desired outcome and proactively recommend options and alternatives that meet requirements while addressing cost control and production efficiency goals and objectives.
- Execute tasks and process steps consistent with established procedure and work stream protocol:
- Reference desk manuals, flow diagrams, and associated directories when necessary.
- Anticipate and escalate process anomalies, and work stop/delay issues in a timely fashion.
- Participate in the improvement process by:
- Providing technical input and recommendations for new or improved organizational processes, procedures, and/or standards for consideration by BPA management.
- Assisting with implementation activities for BPA management-approved recommendations.
- Updating desk manuals and process documentation as changes are formally adopted.
- Collaborate with peers to optimize overall workgroup and system performance by:
- Reviewing the work assignment (service requisition) to determine production readiness.
- Identifying and solving problems prior to requesting work stream resources.
- Evaluating tasks, equipment set, and resource requirements to recommend the most effective overall use of system assets.
- Providing clear, complete, and timely work updates for coworkers on the status of jobs to validate projects are completed on time and to specifications.
- Maintaining communication with team members on status of projects in the case of planned or unplanned absences.
- Supporting work in concert with other jobs-in-process to enable and promote productivity and processing efficiency.
- Prioritizing and coordinating work stream tasks/functions so that commitments are met.
- Contribute to work stream and process characterization and performance profile by:
- Measuring and recording process performance data at established collection points.
- Comparing actual performance to established criteria, standards, and control limits.
- Making authorized procedure-based adjustments to equipment, and process when output drifts from standard.
- Creating check sheets and spreadsheets (when requested) to capture and organize data related to task or project assignments.
- Using established data collection check sheets and tracking tools to account for materials, consumables, labor, and time associated with the completion of tasks and re-work events.
- Entering data into spreadsheets or designated data collection repositories such as PM-Connect (Reporting System).
- Reduce material costs and contribute to BPA’s sustainability targets by:
- Re-purpose outdated, used, and scrap materials when possible.
- Sorting comingled materials into categories for recycling and properly disposing of recyclables, waste, and hazardous materials.
- Recommending alternatives to hardcopy products (e-media solutions – cd, dvd, etc.)
- Mail Sorting - handle/process mail in a structured, procedure-based manner that ensures output consistently meets the established security, accuracy and throughput standards:
- Perform tasks consistent with the designated assignment and associated procedure.
- Assign priority to tasks that are schedule driven and/or have work stream interdependencies.
- Validate security protocol and regulated handling standards are routinely applied.
- Reference established routing codes to recognize undeliverable mail – applies research tools to troubleshoot and correct mail delivery issues.
- Mail Delivery and Courier Service – operate pickup and delivery vehicles and provide courier services consistent with Federal motor vehicle regulations and established safety policy
- Schedule use of delivery vehicles to maximize overall utilization of delivery vehicle fleet.
- Operate vehicle in a variety of weather conditions (heavy rain, snow, ice) and traffic environments (multiple state & city, freeway, back road and on campus).
- Modify route and schedule to accommodate the occasional shift in distribution volume or a short-term, unplanned delivery/pickup request.
- Load/unload, transport, secure and deliver all forms of highly classified and valuable documentation, business related correspondence and technical materials.
- Transport inter-campus commuters when delivery schedule/route corresponds with commuter’s timing and destination.
- Fuel vehicle, collect and report mileage and fuel consumption data – participate in the alternate fuel initiatives and Fleet’s Drive-Through System.
- Perform vehicle service check (oil and fluid levels) and schedule appointments for oil changes, routine maintenance and required repairs (road damage, recalls, etc.).
- Carrier Selection and Assignment – validate that mailing/shipping method meets customer and business driven requirements at the lowest possible cost:
- Identify service level parameters – size, weight, distance (zone), delivery window, and special handling requirements.
- Perform rates and service comparisons to identify/select the most cost-effective carrier and service class combination that will meet the mailing/shipping specifications and objectives.
- Choose/use alternate, low and no cost distribution methods when applicable:
- Piggy-backing large distribution events with field service fleet’s routes and schedules.
- Bundling mail to leverage/maximize service limits and costing thresholds.
- Process large mail distribution events consistent with sorting, packing and coding/labeling standards that enable USPS Bulk Mail Discount.
- Review reports on carrier service fulfillment – applying for failure credits
- Perform Mail Center opening and closing tasks as defined and assigned.
- Opening procedures include:
- Check all locks and entrances.
- Initiate the Visitor Log.
- Verify contents of the safe.
- Take and record meter readings.
- Closing procedures include:
- Take and record meter readings.
- Lock/secure the meters.
- File the Visitor Log.
- Create a safe contents log (entry).
- Clean work area(s) and equipment.

- Accountable Mail Management – Validate that all accountable mail pieces and packages (certified, UPS and FedEx) are processed consistent with closed-loop manifesting practices by:
- Logging all accountable mail transactions into and out of mail tracking system.
- Capturing signatures for each piece of accountable mail when possession transfers.
- Staging accountable mail pieces awaiting processing and/or distribution in a secure location.
- Reviewing and reconciling transaction reports – mail pieces received vs. mail pieces delivered.
- Performing regular audits on mail pieces and packages as they move through the established check points and designated changes of possession.
- Work as a team member to:
- Facilitate high quality, cost effective, predictable and productive outcomes by:
- Performing audits of work-in-process and comparing results with regulated specifications and pass/fail criteria. Identifies isolates and re-routes failed output for rework.
- Working with program manager and peer group to identify process fail points.
- Capturing production-related data for assessment, estimating and forecasting purposes.
- Executing tasks and assigned responsibilities consistent with established procedure and regulated protocol.
- Contribute to work stream and process characterization and performance profiling by:
- Measuring and recording process performance data at established collection points:
- Comparing actual performance to established criteria, standards and control limits.

Qualifications
- High School diploma or equivalent required.
- 2 years of Media Service functions with Microsoft Office Suite programs such as Word, PowerPoint, Excel, and Outlook.
- 2 years of printing and binding standards and editing protocol.
- Knowledge of production environment editing and pre-press software and pre-production management systems.
- Knowledge of production environment setup, calibration, operation and maintenance of conversion, finishing and binding equipment.
- 5 years of demonstrated Print Shop – Media Services experience required.
Preferred Skills & Experience:
- An understanding of the setup, calibration, operation and maintenance of digital printing and reprographics equipment. Current equipment set:
- Large format printers
- Large format plotter scanners
- High speed B&W duplicator with conversion and finishing capabilities
- Assist in Mail Services or Central Records as needed
- Graphics production and variable data knowledge.
- Experience with digital printing and reprographics equipment and pre-press management tools
- Demonstrate a working knowledge of USPS-related postal management and verification systems and software. Current applications and software set include:

This is a Contract position based out of Portland, OR.
Pay and BenefitsThe pay range for this position is $23.00 - $28.00/hr.
