Summary
Responsibilities may include development of standard operating procedures and policies, continued development and implementation of a voluntary cybersecurity assessment program; participate in and assist coordination of emergency response planning. Participate in drought monitoring and planning as it relates to systems; annual review and updating of the Quality Assurance Project Plan (QAPP) as required by the USEPA. Additional tasks related to cybersecurity and emergency response planning would include identifying water utility needs, creation of standard operating procedures, writing guidance documents, and providing technical assistance utilities by coordinating with and connecting them to cybersecurity tools and 3rd-party technical assistance providers, and other duties as assigned. Knowledge, training, or experience in planning, project management, cybersecurity, or regulatory development is preferred.
Essential Functions
- Review and revise complex regulations.
- Plan, coordinate, and oversee a voluntary Cybersecurity Assessment Program and emergency response planning.
- Review and revise the USEPA-required Quality Assurance Project Plan (QAPP) on an annual basis or as needed.
- Develop operational procedures and monitor program activities.
- Coordinates program activities with other public and private organizations.
- Interact with federal, state, and local government officials and agencies.
- Monitor and evaluate the effectiveness of programs.
- Prepare and maintain records and reports as required.
JOB REQUIREMENTS
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
- A minimum of 2 years’ experience as a planner or in a planning function.
- Experience in program development such as developing program activities and recommending alternatives, improvements, courses of action, and other changes based on findings.
- Experience interpreting laws, rules, regulations, standards, policies, and procedures.
- Experience creating, developing, and editing technical documents and narrative report writing.
- Possession of a valid Driver's License (not suspended, revoked, cancelled, or disqualified from driving).
