Role:
The Supervisory Program Manager shall oversee a large, multidisciplinary team and manage the APV is seeking an experienced Supervisory Program Manager to lead a multidisciplinary team supporting the Operational Secure Tracking and Reporting (OpSTAR) Support Services Contract for U.S. Customs and Border Protection (CBP), Air and Marine Operations (AMO).
The purpose of the OpSTAR support services contract is to support CBP/AMO’s training, safety, and standards initiatives through software and curriculum development, a range of instructional and training services, and associated audio/video/multimedia support services.
Supervisory Program Manager (PgM) serves as the senior contractor leader and primary point of contact for the OpSTAR Support Services Contract. The PgM is responsible for overall contract performance, strategic planning, staffing, financial management, quality assurance, risk management, and customer satisfaction. This position provides leadership and oversight for multidisciplinary teams supporting software development, instructional design, training operations, multimedia services, technical writing, accreditation, and operational support activities.
Duties:
The Supervisory Program Manager will:
· Serve as the primary liaison between the Contractor, Contracting Officer (CO), Contracting Officer Representative (COR), stakeholders, and customers.
· Direct and supervise two Supervisory Project Managers and one Supervisory Software Project Manager while providing oversight of all contract personnel.
· Ensure all contract requirements, deliverables, schedules, and performance objectives are met within scope, budget, and timeline requirements.
· Develop and maintain staffing plans, quality assurance plans, risk mitigation plans, project plans, and performance reports.
· Lead workforce planning, recruitment, retention, succession planning, and employee performance management.
· Facilitate stakeholder meetings, executive briefings, and program reviews to communicate project status, accomplishments, risks, and recommendations.
· Monitor contract funding, labor utilization, financial projections, and Other Direct Costs (ODCs).
· Ensure compliance with DHS, CBP, AMO, Section 508, security, privacy, and accreditation requirements.
· Oversee risk management, issue resolution, quality control, and continuous process improvement activities.
· Lead transition-in and transition-out activities to ensure continuity of operations and knowledge transfer.
Education:
· Bachelor's degree in Project Management, Business Administration, Management, Information Technology, or a related field preferred
· Project Management Professional (PMP) certification preferred
Required Experience and Skills:
· Demonstrated experience managing complex projects and multidisciplinary teams.
· Experience developing project plans, managing resources, monitoring performance, and delivering customer-focused solutions.
· Proficiency with project management tools such as Microsoft Project, Jira, or similar platforms.
· Strong written, verbal, leadership, organizational, and stakeholder management skills.
