Role:
APV is seeking a Senior Software Application Developer/Architect who shall serve as the technical lead for CBP OpSTAR software development activities and is responsible for architecting, designing, developing, testing, deploying, enhancing, and maintaining secure, scalable, cloud-enabled software applications in support of CBP/AMO operations. The position provides technical leadership for Agile and DevSecOps development efforts while ensuring compliance with DHS and CBP technology standards.
Duties:
The Senior Software Application Developer/Architect will:
- Serve as the technical lead for the design, development, testing, deployment, and maintenance of OpSTAR and related software applications.
- Lead the architecture and implementation of secure, scalable, and maintainable cloud-based software solutions utilizing industry best practices and modern software development methodologies.
- Design and maintain application architectures, technical standards, system interfaces, APIs, and data integration solutions.
- Lead Agile and DevSecOps software development activities, including requirements analysis, sprint planning, backlog refinement, code reviews, testing, and release management.
- Develop, enhance, and maintain web-based, desktop, mobile, and Microsoft 365-based applications supporting AMO operational and training missions.
- Evaluate and recommend technologies, frameworks, tools, and development approaches that improve performance, security, maintainability, and user experience.
- Lead database design, query optimization, data migration, reporting, and integration activities.
- Ensure application compliance with DHS, CBP, Section 508 Accessibility, cybersecurity, privacy, and enterprise architecture requirements.
- Provide technical leadership, mentoring, and guidance to software developers and other technical personnel.
- Perform code reviews and establish development standards to ensure quality, consistency, and maintainability across all software products.
- Collaborate with stakeholders, business analysts, and project managers to develop technical solutions that align with mission objectives and business requirements.
- Identify, troubleshoot, and resolve complex application, integration, and performance issues.
- Assist in responding to security findings, vulnerability remediation efforts, and Plans of Action and Milestones (POA&M) activities.
- Support software modernization efforts involving cloud platforms, Microsoft Power Platform, SharePoint Framework (SPFx), APIs, automation, and business process digitization initiatives.
Education:
- Bachelor’s degree in computer science, software engineering, or a related software development field
Required Experience and Skills:
- Minimum 5 years of experience in software development.
- Minimum 3 years of experience serving in a technical leadership, architect, or lead developer role.
- Proficiency in Java, C#, Python, JavaScript/TypeScript, or equivalent programming languages.
· Experience with cloud-based application development, DevSecOps, APIs, database design, and Agile software development methodologies.
· Strong understanding of application security, database design, API development, cloud technologies, and software lifecycle management.
Preferred Skills:
- Experience supporting Federal Government, DHS, CBP, DoD, or other regulated environments.
- Experience developing applications within AWS or other cloud environments.
- Experience with Microsoft 365, SharePoint Online, Power Platform, Power BI, and workflow automation solutions.
- Experience designing responsive web applications and mobile-enabled solutions.
- Familiarity with CI/CD pipelines, containerization, Kubernetes, and modern application deployment practices.
- Experience implementing Section 508 accessibility requirements and secure coding practices.
