Role:
APV is seeking an Instructional System Designer (ISD) who will be responsible for designing, developing, implementing, and maintaining high-quality computer-based training (CBT), web-based training (WBT), and instructional materials that support DHS, CBP Air and Marine Operations (AMO) training programs.
The ISD collaborates with Government Subject Matter Experts (SMEs), instructors, multimedia specialists, technical writers, and stakeholders to develop engaging, mission-focused training solutions that enhance workforce performance and operational readiness.
The ISD is responsible for managing all phases of the instructional design lifecycle while ensuring compliance with Federal accessibility and eLearning standards.
Duties:
The Instructional System Designer will:
· Design and develop CBT, WBT, eLearning courses, job aids, study guides, assessments, and other learning products using instructional design methodologies such as ADDIE and SAM.
· Conduct training needs analyses and collaborate with SMEs and stakeholders to identify learning objectives and performance requirements.
· Develop storyboards, scripts, learning activities, simulations, scenarios, quizzes, and interactive course content.
· Create engaging and effective learning experiences that incorporate adult learning principles and instructional best practices.
· Develop courseware using industry-standard authoring tools such as Articulate Storyline, Adobe Captivate, Lectora, or equivalent platforms.
· Ensure all training products are compatible with Learning Management Systems (LMS) and compliant with SCORM, xAPI, and AICC standards.
· Integrate graphics, animations, audio, video, and other multimedia assets into training solutions.
· Experience developing eLearning solutions using Articulate Storyline, Adobe Captivate, Lectora, or similar authoring tools.
· Knowledge of adult learning principles, instructional design methodologies, and curriculum development practices.
· Ensure all deliverables comply with Section 508 accessibility requirements and applicable Federal standards.
· Conduct quality assurance reviews, usability testing, and troubleshooting to ensure course functionality across multiple browsers and devices.
· Develop evaluation tools and analyze learner feedback and training metrics to improve course effectiveness.
· Maintain project documentation, version control, and a centralized archive of source files, graphics, videos, and training materials accessible to the Government.
· Support multiple concurrent training development projects while meeting established schedules, milestones, and customer expectations.
Education:
· Bachelor's degree in Instructional design, education, training and development, or a related field preferred
Required Experience and Skills:
· Minimum of 2 years of experience in instructional design, with a focus on computer-based training CBT development.
· Demonstrated experience with eLearning development tools and instructional design methodologies.
· Knowledge of adult learning principles, LMS platforms, and federal accessibility requirements.
· Strong written, verbal, organizational, and interpersonal communication skills
