The Director of Residential Services is responsible for the regional oversight and strategic leadership of residential group home programs for individuals with intellectual and developmental disabilities. This role ensures that services are person-centered, compliant with regulatory standards, and aligned with the agency’s mission, vision, and values. The Director supervises Residential Managers, supports their professional development, and ensures that systems for staffing, program quality, and resident care are effectively implemented and maintained.
Essential Functions:
Program Leadership and Operations
· Provides Leadership to their assigned region to include setting clear expectations, providing guidance, coaching, and mentoring team members, and ensuring that the team is working efficiently and effectively.
· Makes day-to-day operational decisions outlines projects, assigns tasks, and creatively overcomes obstacles to meet deadlines and ensure quality service delivery.
· Provide direct supervision, coaching, and evaluation of Residential Managers and other staff as assigned..
· Ensure Residential Managers are effectively supervising group home program staff.
· Support the development and performance management of leadership staff across all residential programs.
· Ensure staff training, scheduling, and administrative systems are consistently applied across the region
· Resolves and mediates conflicts that arise within their teams, in a constructive manner.
Program Oversight and Quality Assurance
· Monitor program quality, safety, and compliance with licensing and funding regulations.
· Oversee implementation of Individual Support Plans (ISPs) and Person-Centered Plans (PCPs).
· Coordinate quarterly site visits and review documentation including incident reports, GERs, and progress notes.
· Administer electronic documentation systems within the service region.
· Ensures compliance with State and Federal licensing, agency policies, HBCS settings rule, Behavior and Restraint regulations, Maine Statutes, and Mainecare police rules.
Compliance and Regulatory Responsibilities:
· Ensure all residential sites operate in compliance with local, state, and federal regulations.
· Participate in DHHS inspections, internal audits, and quality reviews.
· Collaborate with Quality Assurance and other departments on the development of corrective action plans.
· Maintain awareness of changes in licensing standards and implement procedures to ensure continued compliance.
Administrative and Fiscal Oversight:
· Approve payroll, leave requests, and paid time off for Residential Managers and other assigned staff.
· Monitor and review program budgets and expenditures; approve program activity spending.
· Participate in regional and agency-wide budget development and financial planning.
· Conduct or delegate biannual program financial audits.
Collaboration and Communication:
· Maintain communication with key external stakeholders, including DHHS, case managers, guardians, and medical providers.
· Serve on internal committees such as the Human Rights Committee, Safety Committee, or others as assigned.
· Participate in leadership team and agency-wide meetings to represent regional residential services.
· Support organizational initiatives related to integration, strategic planning, and cultural competency.
