Job Summary
The Virginia Procurement Specialist will serve as the acting Procurement Officer and lead formal and informal procurement activities in accordance with the Virginia Public Procurement Act (VPPA). This role requires an experienced procurement professional capable of independently managing complex procurements, ensuring regulatory compliance, advising executive leadership, and supporting strategic sourcing initiatives.
Key Responsibilities
- Serve as acting Procurement Officer for the organization.
- Lead procurements in compliance with the Virginia Public Procurement Act (VPPA).
- Manage RFPs, IFBs, RFQs, sole source, and emergency procurements.
- Oversee an active OCIO-related procurement from current status through award.
- Lead procurement of an Enterprise ERM/CRM platform.
- Develop solicitation documents, evaluation criteria, and scoring methodology.
- Coordinate evaluation committees and vendor communications.
- Support contract negotiations, awards, and procurement documentation.
- Ensure compliance with Commonwealth procurement policies and reporting.
- Advise executive leadership on procurement strategy and risk mitigation.
- Review contracts and ensure required approvals before award.
- Maintain procurement files to meet audit requirements.
- Support contract renewals, amendments, and modifications.
- Identify procurement risks and recommend corrective actions.
- Establish procurement controls and ensure audit readiness.
Required Qualifications
- Virginia Contracting Officer (VCO) certification or equivalent.
- 7–10 years of procurement experience.
- Strong knowledge of the Virginia Public Procurement Act (VPPA).
- Experience serving as a Procurement Officer or similar authority.
- Expertise in competitive sealed bidding and negotiations.
- Experience with sole source and emergency procurements.
- Knowledge of cooperative and statewide contracts.
- Strong documentation, writing, and analytical skills.
- Ability to manage multiple high-priority procurements independently.
- Strong communication and stakeholder management skills.
Preferred Qualifications
- Procurement experience within Virginia state or public-sector organizations.
- Experience supporting executive leadership.
- Enterprise software procurement (ERM/CRM) experience.
- Immediate availability.
- Comfortable working in a hybrid environment.
