Job Summary

The Human Resources Department is seeking a dedicated and detail-oriented individual to join our Benefits Team as a Benefits Coordinator. This role is pivotal in ensuring smooth benefits administration, accurate auditing, exceptional customer service, and eligibility administration. The primary responsibilities include entering benefit enrollment forms, processing retirement changes, conducting benefits presentations, meticulously auditing all benefit entries, documenting benefit processes, and handling time-sensitive payroll adjustments.
The successful candidate must possess exceptional attention to detail and knowledge in Human Resources and/or Benefits Administration. Proficiency with Oracle JD Edwards or other ERP software is advantageous. This individual demonstrates daily the City's values of collaboration, integrity, and outstanding service with strong administrative and organizational skills.

Essential Duties and Responsibilities

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

  • Enrollment and Eligibility; coordinates, administers, audits, and monitors benefits programs or projects; to include medical, dental, vision, life, flexible spending, disability, EAP, voluntary programs and retirement.
  • Documents eligibility standard operating procedures. 
  • Post-payroll entry audit. 
  • Updates SharePoint Benefits Connect page content. 
  • Reconciles, audits and processes invoices for City insurance billing and monitors eligibility.
  • Administers all related information and forms for the Consolidated Omnibus Budget Reconciliation Act (COBRA) notifications.
  • Acts as liaison to vendors to resolve insurance problems and interpret plan summaries, documents and/or certificates.
  • Assists with the preparation and distribution of communication materials for employee benefit plans.
  • Completes benefits surveys for outsides agencies.
  • Establishes working relationships with vendors.
  • Maintains strict confidentiality regarding benefit issues and health-related issues.
  • Conducts new employee orientations, open enrollment (e.g. onboarding and offboarding).
  • Responsible for compliance with state/federal laws such as Section 125, HIPAA, COBRA, etc.
  • Provide support and back-up to the HRIS team; responsible for learning City’s ERP system (JD Edwards); data entry, tables, etc.; responsible for running reports and participate in testing and implementation of ERP upgrades.
  • Assist Benefits Manager with benefit plan data gathering and analysis, respond to City Council requests, and updating and maintaining policies, procedures, and plan documents.
  • Assist with reviewing and analyzing data around ACA.
