Position Description

GSV has been contracted by the USAID Bureau for Conflict Prevention and Stabilization (CPS) to provide institutional staffing support. As part of this contract, the CPS Center for Conflict and Violence Prevention (CPS/CVP) requires a mid-level Reconciliation Fund Program (RFP) Associate. The RFP Associate will support the management of the RfP account. As a member of the CPS/CVP Program and Budget Division, the RFP Associate will support the management of the RFP. The RFP supports people to people programs by increasing social cohesion in communities and trust in government. The RfP Associate will work alongside the Funds Team Lead, developing and advancing RFP-related actions.

The individual will be responsible for a wide range of tasks, including but not limited to providing technical support to Missions, monitoring RfP and relevant activity implementation, assisting with the development of portfolio-level documents, ensuring data quality of RFP activities, responding to reporting requirements and managing Interagency reviews and clearances of key RFP documents and actions. These tasks will be executed in collaboration with CPS and CVP staff, including the Funds Team Lead; Communications associate; Knowledge Management specialist; Monitoring, Evaluation, and Learning (MEL) specialists; and the Center’s Leadership and Learning and Mission Partnerships divisions.

The full-time position is located in the Washington, D.C. area and is required to be in office at least three (3) days a week, subject to change if requirements shift.

This position requires the ability to obtain and maintain an active SECRET clearance, and the start date is immediate.

Responsibilities

● Support analysis on technical issues related to RfP programs, to include collecting and reviewing relevant country reports and updates, collecting data on past proposals, and preparing written analyses of countries that receive RFP funding.● Connect with and collect information from regional and technical bureaus at USAID, Department of State, Department of Defense, and other USG agencies related to relevant programming.● Assist with the preparation and regular updating of fact sheets and communications products.● Monitor RFP and other relevant activity implementation, including use of budget resources.● Utilize and/or support the creation of tools for tracking the RfP budget as well as regularly scheduled crosswalks of obligations and expenditures.● Produce briefing materials on RFP and RFP-supported activities.● Assist with the development and review of annual planning and acquisition and assistance documents including strategic planning, solicitations, scopes of work, budgets, and knowledge management.● Support MEL; trainings; and/or Collaboration, Learning, and Adapting efforts for active programs.

Qualifications

Bachelor’s degree from an accredited institution in a related field, such as international development/affairs, political science, regional studies, or public administration.● Three (3) years’ experience managing relevant programs such as development portfolios and/or USG Agency projects.● Strong proficiency in the use of Google applications.● Demonstrated ability to work diplomatically and collaboratively, build consensus, and bridge diverse perspectives and interests.● Ability to prioritize work assignments and handle multiple tasks with strong organizational skills.● Excellent facilitation and communication skills.● Must be able to obtain and maintain a Secret level security clearance.

Preferred Qualifications:

● Experience in one or more of the following: monitoring, evaluation, and learning; communities of practice; stakeholder engagement; organizational development; budget formulation; and field research.● Knowledge of Governmental or Public Sector administrative procedures.
