Position Description

The Bureau for Humanitarian Assistance (BHA) is the lead federal coordinator for international disaster assistance. BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social and economic impact of rapid and slow-onset disasters by supporting at-risk populations to build stable foundations to withstand humanitarian shocks and stresses. Team Credence, through BHASC, provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24 hours a day/7 days a week (24/7) response capability.

The Grants Unit Manager is responsible for the strategy, execution, and resolution of grants and competitive award actions for the Task 1- Integrated Assistance and Acquisition Unit. The Grants Unit Manager will be responsible for meeting the needs of BHA assistance requests within the confines of USG Assistance rules, regulations and authorities.

Responsibilities

Essential Duties and Responsibilities:

• Assistance planning such as collecting, analyzing, and reporting data; assisting with market research tasks; and assembling and providing information that will assist. • Development and maintenance of grants unit unit content. This content must include a summary of BHA’s mission and structure grant requirements and application instructions, and other features as defined by the technical office;• Working across division and teams to create knowledge management products around gratns and assistance. • Facilitating and documenting the assistance process, including but not limited to receiving, compiling and distributing responses, facilitating and documenting meetings. • Ensure compliance with all applicable federal, state and local laws, rules, regulations, policies and procedures;• Assist in developing and drafting requirements documents such as Statements of Work (SOW), Performance Work Statements (PWS) and Statements of Objectives (SOO);• Provide support for engagement with industry, including but not limited to assisting with pre-proposal conferences, industry day events, and co-creation workshops;• Assist with the technical evaluation process, including but not limited to: coordinating schedules for technical evaluation committee (TEC) meetings, assisting with document management and control, and reviewing TEC memos prior to OAA submission;• Assist BHA technical offices in responding to offeror questions before submitting responses to OAA.

Qualifications

Minimum Qualifications and Requirements:

Bachelors degree and two (2) years of relevant experience.• Masters degree and zero (0) years relevant experience.• High School diploma and six (6) years of relevant experience.• Exceptional attention to detail.• Excellent communications skills – written and verbal.• Required to have at least US permanent residency with the ability to obtain and maintain Facility Access or have US citizenship with the ability to obtain and maintain a Secret Clearance.
