Job Description

Summary:

Yorktown Systems Group is seeking a qualified Space Operations Instructional Systems Development Subject Matter Expert (SME) to provide services encompassing the full-spectrum coverage of training needs and requirements from early acquisition to advanced threat-based training exercise events in support of the US Space Force (USSF) Space Systems Command (SSC). Training services under management of the Space Systems Command (SSC) Space Training Acquisition Office (STAO) shall encompass the Distributed Mission Operations – Space (DMO-S) functions to include the Virtual Space Range (VSR) and the Instructional System Development (ISD) Corps.

 DMO-S/VSR services shall enable support of exercises up to Joint/Coalition levels through developing, integrating, and fielding Modeling & Simulation (M&S) capabilities in a virtual/synthetic cloud-based environment. All services support the United States Space Force (USSF) and its Mission Partners for training in a Contested, Degraded, and Operationally-limited (CDO) space domain. Exercises include, but are not limited to Space Flag, Black Skies, and Virtual Flags. ISD training services shall supplement mission readiness initiatives through development of training requirements and strategies that maintain pace with an evolving operating environment.

Specific duties may include, but are not limited to:

  • Performance will be defined by the DMO-S functions of discovery, integration, interoperability, operation, control, use and retirement of software that will service the VSR regardless of location.
  • Fulfill the training requirements as described under both commercial and DoD ISD principals to include the Planning, Analysis, Design, Development, Implementation and Evaluation (PADDIE) cycle for Space operations systems.
  • ISD Corps is not limited to operations training services but may encompass whole of system needs (e.g., operations, maintenance, deployment, etc.).
  • Provide exercise support capability utilizing M&S to stimulate a realistic operational space domain.
  • Perform the following tasks:
    • Planning – documentation and briefing of objectives, goals, budgets and schedules as required for training projects
    • Analysis – documentation and briefing of requirements, capabilities, problems, characteristics, desired behaviors, constraints, options, consideration and recommendations on courses of action
    • Design – utilize learning objectives and assessment instruments, interactive exercises, lesson planning and media selection to meet desired training outcomes
    • Development – create and assemble content to provide skills and learning objectives that meet or exceed expected training outcomes
    • Implementation – documentation, briefings and content that facilitates the desired training curriculum, learning objectives and methodologies, utilizing tools created or described in the Design and Development phases
    • Evaluation – utilize formative and substantive methodologies to capture and quantify the overall effectiveness of the selected and implemented training solutions
  • ISD Corps services include, but at not limited to:
    • Training System Requirements Analysis (TSRA) – produced and published in accordance with AFI 16-1007 (see bidders library)
    • System Training Plan (STP)– produced and published in accordance with AFI 16-1007 (see bidders library)
    • Initial Plans of Instruction, as required by Mission Design Series (MDS) and unit operational training requirements
    • Training Products and Services as defined by the PADDIE process in accordance with MIL-HDBK 29612-2A (see bidders library)
Job Requirements

Required Qualifications:

  • Bachelor’s degree and 5 years' experience, master’s degree with 3 years of experience, Doctoral degree/PhD with 0 years of experience. Minimum of 5 years of ISD and courseware development experience to include analysis, design , development, implementation and evaluation phases.
  • Extensive knowledge of job area typically obtained through advanced education combined with experience.
  • Strong understanding of space operations, space training requirements, and US Space Force directives, policies, and procedures.
  • Strong troubleshooting and problem-solving skills, demonstrated by frequent and successful application of technical standards, theories, concepts and techniques.
  • Excellent understanding of PADDIE or other models.
  • Knowledge of learning theory and diverse instructional methodologies.
  • Experience with MS Office Suite products.

Desired Qualifications:

  • Web/video/computer-based training development experience
  • Ability to bring innovative and creative approaches to improve training quality and effectiveness.
  • Extensive experience in designing and developing space operations training.
  • Experience utilizing training development tools such as Adobe Captivate or Camtasia
  • Experience in platform instruction, coach/pupil method, and “training the trainer.”
  • Experience in conducting performance evaluations.
  • Experience in learning management system (LMS) administration
  • Ability to interface effectively with users, customers, management, and engineering personnel.
  • Good verbal and written communication skills
  • Strong leadership, teamwork, and interpersonal skills
  • Objective thinker, problem solver with ability to execute challenging tasks to completion.

Compensation & Benefits: Yorktown Systems Group, Inc. offers full time employees a competitive and robust compensation package with a salary range of $75,000.00 - $150,000.00 per year in this role. Additionally, employee and family health plans (medical, Rx, dental, and vision) are available, as well as paid time off, life insurance, disability insurance, 401K, paid federal holidays, and spot bonuses based on performance.

Clearance: Requires an active Top Secret / SCI clearance upon start. Special Access Program (SAP) may be required under specific circumstances.
