Description

Responsible for training, testing, and support of the Community Development and Regulation (CDR) and Enterprise Asset Management (EAM) systems as well as the online portal .

Primary help desk type support for all of the Development and Utilities Systems. Implements data accuracy, process functionality and process efficiency.

Utilizes data collection interfaces and documents, maintains and reports on information stored in the system. Implements procedures for acquiring and recovering data, including all aspects of data entry and report generation.

Responsible for providing daily training and technical support to customers. Designs, creates, and maintains a variety of digital maps and database information.

Develops and maintains basic GIS layers using ArcGIS applications including ArcMap and ArcGIS Online. Develops and prepares reports, maps, and underground utility drawings.

Work is performed under general supervision.

Minimum Qualifications

Associate’s degree preferred with 1-2 years of experience in engineering, computers, or a related field; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.

Comprehensive knowledge of computers, particularly the use of relational databases.

Fundamental knowledge of engineering concepts and calculations.

Requires a valid Commonwealth of Virginia driver’s license and criminal background check conducted prior to employment.

Requires an acceptable criminal background investigation, including an acceptable applicant fingerprint check required by the FBI’s Criminal Justice Information Services Security Policy.

Supplemental Information

Primary trainer for users of the CDR and EAM systems. Assists with development of training materials. Assists with onboarding of customers.

Provides group and individual training and coaching to users.

Ability to work with multiple agencies balancing their various missions and time sensitivity needs for an agreeable balance amongst all groups involved.

Assists team with testing of the CDR and EAM systems in support of upgrades, workflow changes, and troubleshooting.

Primary support for users of the CDR and EAM systems. Escalates requests when needed in support of the information systems team.

Responds to inquiries from the public, County staff, vendors, consultants, surveyors, engineering firms, as well as state and federal agencies.

Required to protect confidential information that may include Personally Identifiable Information and other sensitive information.

Coordinates reconciliation and deposit of credit card payments through the online portal.

Assists other County departments and agencies with developing business practices that ensure data accuracy, and enhance employee efficiency.

This includes developing building permit housekeeping processes, and assisting users with set up of dashboards to support their specific needs and job functions, enhance accountability, division of duties, and transparency between divisions.

Performs testing on the customer interface aspects of the software functionality.

Creates and updates documentation for the EAM and CDR systems.

develops and maintains ArcGIS Online mapping content.

Maintains and updates GIS layers in ArcMap and Arc GIS Online by various means, including digitizing hardcopy media and digital images, and converting digital line work from a variety of formats.

Physical Demands

Must be physically able to operate a variety of office equipment, engineering machinery and tools including a level, blueprint machine, computer, calculator, drafting instruments, etc.

Must be physically able to operate a motor vehicle.
