Job Description

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Incumbents may be required to perform job-related tasks other than those specifically presented in this description.

POSITION SUMMARY

The Operations Specialist is a position in which the incumbent performs duties by manning the ARCC, monitoring the airfield, terminal, facilities, and personnel to ensure compliance with Federal Aviation Administration (FAA), Transportation Security Administration (TSA), and CRW Airport rules, policies, and procedures. The position is an all-encompassing role that interacts with all aspects of daily operations at CRW Airport. Incumbents may be assigned to work a rotating shift schedule that may include nights, weekends, holidays, and recall during emergencies or other events.

  • Monitoring and notification of severe weather conditions
  • Monitoring of security cameras, fire safety, and security software systems
  • Communicating real time situational awareness information to stakeholders
  • Allocate and mobilize police, maintenance, buildings, and other airport resources to incidents, alarms, and other issues.
  • Monitor, collect, and evaluate open-source information such as social media, network news, and web sites related to the airport and official sources for all hazards (physical and cyber based) that may impact airport infrastructure.
  • Generate reports as required and/or at the direction of the Security & Safety Manager to include but not limited to the following:
  • Situational Awareness Brief - The Situational Awareness Brief is generated daily and provides a brief snapshot of current staffing, incident/event operations, construction, and operational impacts.
  • Suspicious Activity Report (SAR) - The SAR is utilized to identify, report, share, and track suspicious activity reporting determined to have a potential nexus to terrorism and/or criminal activity.
  • Performs duties as required under the Airport Certification Manual, Airport Security Program, and environmental permits.
  • Operates a motor vehicle in and around the Airport movement area to perform inspections.
  • Interprets rules, regulations, policies and procedures to lessees and tenants.
  • Monitors construction projects for airport safety and governmental compliance. Notifies tenants and/or outside agencies of impending construction.
  • Monitors and responds to weather related events and power outages.
  • Monitors the access control system to enforce TSA regulations; enforces Airport Security Program and TSA Regulations sufficient to ensure compliance; monitors and tests airport security system; receives alarms and initiates appropriate responses; performs criminal history records checks and training as required.
  • Conducts wildlife management duties, which may require the use of a firearm.
  • Inspects and follows up on incidents such as wildlife strikes and hazardous materials spills.
  • Operates and monitors communications and surveillance equipment, such as radios, telephones, visual data terminals, computers, and security camera systems.
  • Documents discrepancies, issues maintenance work order requests, and follow-ups to insure timely completion.
  • Responds to and assists with all Airport emergencies and security issues, including aircraft alerts and medical calls. Complete written reports on all emergencies.
  • Assist in coordinating tenant operational needs with appropriate airport departments.
  • Operates with considerable independence, requiring the exercise of sound judgment and initiative.
  • Provide support to incident command staff during emergencies in accordance with the National Incident Management System
  • Answer general telephone inquiries from the public.
  • May perform duties as wildlife canine handler.
  • Assists with care of wildlife canine.
  • Monitoring of license plate reader system
  • Activation of mass notification system for airport emergencies
  • Use of West Virginia Automated Police Network (WEAPON) system
  • May conduct monthly/quarterly Fuel Farm/Fuel Truck inspections.
  • Assists customers in Parking Facility.
  • Conducts daily car count in Parking Facility when necessary.
  • Performs other such tasks as directed.

Knowledge of:

  • Local, State and Federal laws and regulations regarding airport operations and landside activities such as FAR Part 139, FAR Part 77, FAA Advisory Circulars in the 150 series, TSA Part 1540 & 1542, and CRW Airport Rules & Regulations
  • The CRW Airport Certification Manual & Airport Security Program
  • Computer systems and proficiency in operating Microsoft Word and Excel
  • Airport layout includes airfield, terminal/building locations, perimeter, and tenant locations.

Skill in:

  • Communicating clearly and concisely to present explanatory or interpretive information in the form of policies and procedures, guidelines, regulations, etc.
  • Recognizing non-standard situations and preparing recommendations for problem resolution.
  • Time management, emergency response, problem resolution, and customer service

Ability to:

  • Monitor and evaluate diversified airport operations.
  • Establish and maintain cooperative relationships with airport lessees, users, the public, regulating agencies and other personnel.
  • Research, analyze and evaluate operational and procedural practices. Prepare comprehensive reports accurately.
  • Communicate clearly and effectively, both orally and in writing.
  • Pay attention to detail.
  • Transcribe information from verbal communication and determine correct courses of action based upon pre-established procedures.
  • Perform multiple duties simultaneously including the monitoring of security and surveillance systems.
  • Prioritize and classify multiple events and situations and act accordingly.
  • Assess situations, obtain pertinent information, and make timely, reasonable decisions in emergency and non-emergency situations.
  • Interact professionally, courteously, tactfully, and firmly, when necessary, in all types of situations.
  • Understand and carry out oral and written instructions, and to read and interpret sketches, diagrams, and charts.
  • Exercise judgment and discretion in applying and interpreting rules, procedures, and operating instructions.
  • Prepare oral and written reports and maintain records.
  • Demonstrate physical agility in the areas of lifting and carrying objects, climbing ladders, and operating a motor vehicle in all weather conditions.
  • Work outside in any weather condition.
  • Receive Airfield Driver Qualification within 60 days of hiring.
  • Receive ACE Operations certification within one year of hiring.

QUALIFICATIONS

Physical Requirements:

The physical demands are representative of those that must be met by an employee to successfully perform the essential functions of this job. The employee is regularly required to stand, walk, and sit throughout the workday; use hands to handle or feel objects, tools, or controls; be able to talk and hear; reach with hands and arms; and, lift, stoop and kneel.

Education, Certifications, Licenses Required:

A high school diploma or GED is required.

Possession of a valid driver’s license is required at the time of hire.

Working Conditions:

Subject to a variety of extreme weather conditions; susceptible to mechanical, electrical, and chemical hazards associated with equipment and maintenance duties; subject to constant and extreme noise, poor lighting, and fumes.

Other Requirements:

Must pass pre-employment drug testing and submit to periodic testing required by applicable laws. Must pass ten-year criminal history background check as required by the Transportation Security Administration. Must pass recurring SIDA training.
