Education Requirements:
Bachelor’s degree or master’s degree in Business Administration, Communication, Information Systems, or other related field is required. Equivalent work experience may substitute for the educational requirement
Scope of Services
Background: The Florida Planning, Accounting, and Ledger Management (PALM) project is a multiyear endeavor to replace the State of Florida’s accounting and cash management systems with a modern financial management solution. The Florida PALM Project is targeted to replace FLAIR functionality, with go-live scheduled for January 1, 2026.
Problem Statement: Modifications to the Department’s computing assets are necessary to align with the Florida PALM solution and are essential to the continuity of business. The selected candidate will be assigned initially to analyzing and documenting the Chart of Accounts impact on critical business functions, supporting business processes, and related computing assets. Additional focus will be on analyzing budget management related financial systems and dependent business processes owned by the Department and assisting in re-engineering in areas impacted by the Florida PALM Standardized Business Process Model and redeveloped interfaces.
The advanced business analyst is a member of PALM remediation team. They will be expected to work across multiple business units to perform business and detailed systems analysis activities and tasks. They will coordinate with subject matter experts to document requirements. They will also develop test plans, perform test/quality assurance activities and closely coordinate with other remediation team members.
Experience
1. A minimum of 3 to 5 years of solid business/systems analysis experience and software development projects is required.
2. Proficiency in Microsoft Office Suite, particularly Excel, Word, PowerPoint, required.
3. Experience working with Microsoft DevOps is highly desired.
4. Knowledge of Rules 60GG-1 – 60GG-5, Florida Administrative Code, is highly desired.
5. Experience with data migration.
6. Knowledge of change and release management is highly desired.
7. Knowledge of testing and quality assurance tools and techniques.
8. Preference will be given to candidates with knowledge of Florida Department systems and applications.
Primary Job Duties/ Tasks
The activities this candidate will be tasked with include, but are not limited to the following:
1. Research and understand business processes and their inter-relationships.
2. Research and document impacts on agency business systems in relation to the PALM implementation.
3. Facilitate joint analysis workshops with the business units.
4. Gather and document business and technical requirements.
5. Coordinate with data migration and development teams.
6. Create detailed use cases, business rules, and requirements.
7. Develop Test Plans and Test Cases.
8. Coordinate testing and quality assurance efforts.
9. Perform oversight reviews of deliverables for compliance with department standards.
