Nature of Work
As a PATH Child Welfare Business Systems Analyst, this position serves as a statewide expert of defined focus areas within the CW application and requires expertise in both the program content and the technical skills needed to support the software serving the program. This position is responsible for the following: NYTD, Juvenile Justice, CIP, DOJ, DOE, Supreme Court of Appeals, UAT development and execution, data clean up and conversion, assist with legal counsel with inter/intra agency Data Usage Agreement and confidentiality agreement development, adoption, legal guardianship, ICPC, and ICAMA. The position fills the gap between state technical staff, IT contractors (mainly OPTUM) and state policy staff to assure that what is programmed in the application (FACTS, OSCAR, RAPIDS, or PATH) is implemented appropriately and correctly to follow the system rules while also following the policies/administrative rules that govern the programs. It conceptualizes and develops major complex programs and/or operational systems.
Minimum Qualifications
Training: Bachelor's Degree from a regionally accredited four-year college or university.
Substitution: Additional experience as described below may be substituted for the required training on a year-for-year basis.
Experience: Four years full-time, equivalent part-time paid or volunteer experience in a technical or program area that is related to the area of employment.
Substitution: Post-graduate education in a field related to the technical or program area may be substituted for the required experience on the basis of fifteen semester hours for one year of experience.
