WSSC Water is Hiring a Project Manager - Condition Assessment (Water) Near Laurel, MD

The Project Manager – Condition Assessement (Water) oversees the management of a variety of projects related to improving the performance of the water distribution and transmission collection systems.
Essential Functions
  • Leads a team managing complex projects with a focus on water pipeline and valve condition assessment, inspection and monitoring
  • Manages projects intending to deliver organizational, program, or commission benefits and improvements
  • Leads and mentors project team members
  • Consults and works with team members from other internal organizations, including senior leadership, in the administration of condition assessment contracts and their associated procurement mechanisms
  • Reviews project technical, management, and budgetary plans and ensures project compliance with corporate policy and technical specifications
  • Participates on project teams of others, including management review, reengineering and policy groups
  • Gathers data and prepares diagnostic and prescriptive reports on significant team, division or institutional issues
  • Serves as Commission project representative equivalent to consultant’s or contractor’s project manager
  • Prepares or monitors project schedules using CPM, Bar Chart, or other methods
  • Develops and implements project management strategic plans and resultant monitoring mechanisms
  • Assists in the development of the capital improvement program (CIP) as well as division and other budgets
  • Oversees the work of inspectors and support staff both on specific project assignments and in general mentoring and tutorial roles
  • Reviews and approves monthly and final payments for A/E’s, contractors and vendors
  • Prepares or oversees preparation of specifications for use in purchasing, engineering, construction and maintenance supplies and materials
  • Drives a vehicle to conduct WSSC Water business
Other Functions
  • Assists in the water main condition assessment and inspection programs (PCCP and non-PCCP) and valves program
  • Performs field visits to ensure contract quality and to verify inspection information
  • Reviews and recommends acceptance or rejection of completed water pipeline and valve condition assessment work
  • Performs other related duties as required
Work Environment And Physical Demands
  • Work is primarily performed in an office environment
  • May require some field work
Required Knowledge, Skills, And Abilities
  • Comprehensive knowledge of the principles and practices of project management, civil/environmental engineering and associated organizational management systems
  • Ability to organize and lead cross functional project teams
  • Ability to maintain project team focus and effective structure including the development of a strategic project management plan encompassing schedule, budgetary, contractual, human resources and stakeholder elements
  • Ability to review and prepare written reports and to communicate effectively both orally and in writing
  • Ability to use good operational and engineering judgment
  • Must possess the knowledge and skills required to effectively access and involve other agencies, internal staff, the general public and special interest communities
  • Ability to work under limited supervision
  • Ability to review and prepare written reports and to communicate effectively both orally and in writing
  • Understanding of Maintenance Management Information Systems (MMIS) and Geographic Information System (GIS)
  • Ability to interpret construction plans
Minimum Education, Experience Requirements
  • Bachelor’s degree in Civil, Sanitary, Environmental Engineering or related engineering discipline
  • 3 years of project management experience
Manges complex projects with a focus on water pipeline and valve condition assessment, inspection and monitoring; or managing projects intending to deliver organizational, program, or commission benefits and improvements.
