This Opportunity

Experienced manager supervising team of four professionals, including three Accounting Managers, that provide general and project accounting services for all companies formed through WSP mentor protégé joint venture agreements in San Diego, CA. Ensures that joint venture administration complies with all SBA requirements. Also serves as Accounting Manager for one or more of those companies, performing all financial responsibilities and providing support to the Project Managers and/or project team(s). Position reports to the CA District Finance Manager and supports the Federal Sector Lead that manages the joint venture operations.

Responsibilities of the Accounting Managers includes developing project work breakdown structure, project budgets, margin analysis, and creating associated funding in QuickBooks and Microsoft Excel for all delivery orders awarded to the Joint Venture entity. Ancillary important tasks include evaluating and creating subcontractor purchase orders, processing DoD invoices in Wide Area Workflow (WAWF), effectively communicating with Joint Venture partners, subcontractors, and Project Managers, ensuring that all project data in QuickBooks is up-to-date, generating robust project accounting reporting for professional services projects and working with the Joint Venture team and leadership on recommendations for addressing problem project corrective strategies. Also works collaboratively with the Partners’ Billing function and project managers on purchase orders, pre-billing information review, cost estimates, and invoicing. Ensures that responsibilities are delivered and adhered to with a level of quality that meets or exceeds acceptable industry standards, supporting the delivery of future-ready solutions to clients.

Your Impact

  • Compiles and distributes monthly financial reports to WSP’s accounting department and protége and requests capital contributions from partners when needed. Participates in and prepares reports for quarterly joint venture Executive Committee meetings and handles profit distributions approved by the committees. Provides information to WSP Legal for maintenance of SAM.gov entities.
  • Coordinates necessary changes on JV bank accounts, including setup and closure of accounts and changes in signers. Works with outside CPA firm to coordinate preparation of Federal and State tax returns and obtain answers to any unusual tax questions.

Accounting Manager Impact:

  • Manage and analyze the collection, recording, and allocating of delivery order costs and revenue, ensuring accurate delivery order profit and loss calculations, and communicating Joint Venture entities financial performance and profitability to project/program management.
  • Responsible for lifecycle project accounting from creating project accounts in QuickBooks, to tracking projects and project budget, validating invoicing, project close-out, and reconciling overall project payables and receivables to project budgets.
  • Perform detailed and involved accounting tasks related to managing the delivery order contracts, billing events and billing transaction exceptions revenue for all delivery orders owned by the Joint Venture entity.
  • Partner with the Project Manager and project team to establish the delivery order budget, updating budgets, and making project accounting recommendations as needed when contract modifications or budget changes arise.
  • Generate project financial reports, including developing analysis on profit, Joint Venture Service fees, or other various delivery order related financial reports to be escalated for review by the Joint Venture team and Joint Venture Leadership.
  • Monitor and analyze revenue and unbilled balances to ensure proper revenue recognition.
  • Maintain quality control standards and procedures for generating accurate and precise project-related financial records using QuickBooks, spreadsheets, and software.
  • Verify contract and change order characteristics for all delivery orders that are potentially large and /or of a higher level of complexity, including reading and interpreting contract language, method of compensation, modifications, purchase orders, and subcontract/consultant terms.
  • Monitor key indicators for managing and analyzing problem delivery orders, keeping project managers and Joint Venture Team informed on any noted concerns.
  • Responsible for ensuring MS Excel billing templates are accurate based on the contract requirements agreed upon with the client, identify any corrections needed, obtain Project Manager documentation and signature, finalize the invoice approval with the Project Manager/billing team and submits the invoice to the client (via WAWF).
  • Subcontract management and coordination with Contract Administrators. This includes evaluating subcontractor invoice submittals for accuracy, establishes and maintains purchase orders for subconsultants, and follows up on subcontractor payment requests.
  • Identify and record unpaid contract billings, following up on any delinquent accounts receivable and/or unbilled costs.
  • Respond to requests for more detail from clients, investigate all project expenses not billed to clients, and create or approve all delivery order-related billings to clients.
  • Attend Joint Venture entity-related meetings to inform the team regarding the status of delivery order financials, articulating problem delivery orders and following up on any identified actions as discussed.
  • Create and submit government reports related to Joint Venture entities, including but not limited to tax returns, business licenses, etc.
  • Compile information for internal and external auditors and formal audit responses as required.
  • Comply with regulatory requirements pertaining to the data integrity, documentation, procedures, training, monitoring systems, and record compliance and retention.
  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.

Who You Are

Required Qualifications

  • Bachelor’s Degree in Accounting, Business, or closely-related discipline (or demonstrated proven equivalent experience).
  • 10-15 years of relevant post education experience in accounting, project contracts and change management documents.
  • Proficient knowledge of project accounting principles, practices, and methods and their application to project work-related issues.
  • Ability to make technical computations and calculations involving the application of accounting principles, understanding plans and specifications and making factual comparisons to the appropriate regulations and/or contract stipulations.
  • Ability to coordinate with various stakeholders and understand contract requirements, scope, and schedule.
  • Highly capable interpersonal and communication skills when interacting with others, expressing ideas effectively and professionally to an accounting and non-accounting audience.
  • Highly capable self-leadership with attention to detail, multi-tasking, and prioritization of responsibilities in a dynamic work environment.
  • Ability to work independently and provide guidance and leadership to team or project members, with strict adherence to QA/QC.
  • Advanced proficiency with technical writing, office automation and accounting software, technology, math principles, MS Excel, pivot tables, formulas, data format/sort/filter, VLOOKUP, and tools.
  • Ability to work with others collaboratively and assertivelysuch as subcontractors, consultants, and clients on outstanding accounts receivables.
  • Awareness of and adherence to WSP USA’s Project Delivery Handbook.
  • Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.
  • This is a professional role and as such work deadlines and work hours may extend beyond a typical workday.

Compensation:

Expected Salary (all locations): $125,200 - $160,000

WSP USA is providing the compensation range that the company in good faith believes it might pay and offer for this position, based on the successful applicant’s education, experience, knowledge, skills, abilities in addition to internal equity and specific geographic location. WSP USA reserves the right to ultimately pay more or less than the posted range and offer additional benefits and other compensation, depending on circumstances not related to an applicant’s sex or other status protected by local, state, and/or federal law.
