The Commissioning & Start-Up Lead is the Commissioning Managers Designate in his absence. The Incumbent will follow the Worley Completions Framework to deliver a seamless facility testing, commissioning and start up process that focuses on the end user (i.e. the Operator). The Commissioning & Start-Up Lead is responsible for the development and execution of all relevant planning and execution activities on the Worley CP 2 Project and will be responsible with a multi discipline Commissioning team in the execution of Commissioning.

Key responsibilities:

  • Implementation of the Project safety management systems during the planning and execution of Pre-commissioning, Commissioning and Startup project phases, adapting them to the specific needs and any unique risks.
  • Responsible for health, safety and environmental performance for all personnel and facilities under their control during Pre-commissioning and Commissioning.
  • Responsible for assisting in the development and implementation of detailed execution plan for non-energized, energized testing activities, including schedule and budget fully integrated with the project schedule and budget including:

oSystem and sub-system scoping

oCommissioning procedures

oCommissioning Division of Responsibility matrix

oInterface Management

oTurnover Completions Package index correlated with Commissionable systems

oHandover procedures, including acceptance tests, forms, and work processes

oSystem testing procedures

oSpecialty Cleaning

oFAT coordination

oResourced Completions and Commissioning Schedule

oResource Staffing Plan

oCommissioning Raw materials, intermediates and spares list

oRisk Management (system specific) and mitigations

  • Coordinates the preparation of the detailed area commissioning plans
  • Responsible for the overall Commissioning team and to oversee training, supervision, and de-mobilization of personnel
  • Responsible for the safe and timely execution of all Commissioning activities and integration of these activities with both Project and Operations
  • Proactive in the promotion of HSSE at site, supporting the Client Management Team and Client HSSE
  • Coordinates with Engineering to ensure that Commissioning and Start-up Engineering deliverables are met.
  • Provides Commissioning input into Procurement PO’s for meeting Completions and Commissioning requirements.
  • Responsible for the coordination of vendor representatives required during Commissioning
  • Responsible for the development and communication of the requirements and timing for materials, resources and external services for Commissioning and ensures these requirements are secured.
  • Responsible for management of the Project Preservation Program.
  • Report daily progress and work scope completion ensuring all issues, identified risks and concerns are clearly communicated and addressed
  • Leads daily and weekly planning, progress, and review meetings
  • Assists Client during the Process Commissioning phase

The position requires a result driven personality, who can positively influence his team to meet or exceed progress targets, while maintaining the highest standings for HSSE. The incumbent will possess communications skills that will establish respect within his organization while communicating the systems / scope required for successful execution of the Commissioning scope. The Commissioning Lead must have knowledge, skills, and ability to manage a diverse group of technical, project and operating personnel. A process specific background in Power generation, Petrochemicals or Oil & Gas with a minimum of 10 years operational experience is required. 10 years Commissioning specific experience with a minimum of 5 years of Commissioning Supervisory experience is also required.

  • This position requires a minimum of 10 years of professional experience in a commissioning or operations role, including Completions and Commissioning of complex installations in order to effectively lead, supervise and resolve execution issues on a day-to-day basis.
  • Subject Matter Expert (SME) in the process facility being commissioned. (Previous Operations experience)
  • Must exhibit a strong track record of completion and success in delivery of commissioning and projects safely.
  • Full understanding of the use of ITR’s (check sheets) in the completion of commissioning scope
  • Identify efficiencies in work scope execution methodology and sequence
  • Experience in the use of Completions Management Systems (databases)
  • Functional knowledge of all project discipline systems, design, and reporting processes
  • Good working knowledge of design review and reporting technologies.
  • Be able to liaise with the completions team to ensure that all certification and handovers are in place against schedule and identify risk.
  • Very Strong Software skills
  • A fluent understanding of LOTO process and Permit to Work
  • Strength of character, able to gain respect amongst the workforce and build relationships required of a high-performance team.
  • Strong leadership and communication skills
  • Clear thinker, able to divide a job into small logical steps
  • Extensive experience in the use of procedures and workflows in the execution of projects
