The WBG is a member of the UN Security Management System and it maintains close working relationships with other International Financial Institutions such as the International Monetary Fund, the African Development Bank, and the Inter-American Development Bank.
Unit Context
The World Bank Group (WBG) International Monetary Fund (IMF) Health and Safety Directorate (HSD) serves approximately 18,000 staff of the two organizations with around 60% based in Washington DC Headquarters (HQ), and the rest in Country Offices (CO). This position functions as the Director of the WBG/IMF Health and Safety function, which consists of three core functional domains: i) Personal Health and Wellness, ii) Occupational Health and Safety, and iii) Mental Health and Wellbeing. Cross support to all domains is provided by a Strategy and Operations unit, as well as Communications/Knowledge Management, and Data/Analytics capabilities.
The HSD mission is to protect and promote the health and safety of staff wherever they may be, taking account of their individual health status, working environment, and job demands. This is achieved by managing health and safety risks, offering evidence-based, quality-controlled occupational health and safety services, and nurturing trust in clients through professionalism and confidentiality.
In defining its scope of activities, HSD is guided by the WHO definition of health: “a state of complete physical, mental, and social well-being, and not merely the absence of disease or infirmity”. Taking account of psycho-social and environmental contributors to health and wellbeing is therefore integral to the delivery of healthcare services. Cognizant of their diverse, international, and multi-cultural backgrounds, HSD provides guidance and assistance to WBG staff regarding interaction with unfamiliar healthcare systems in their globally distributed duty stations.
Duties and Accountabilities
Reporting to the Managing Director/Chief Administrative Officer (MDCAO), the Director of HSD:
Leads an organization that focuses on results for clients and impact by:
  • Developing and implementing structures, processes, and systems that track the empirical results achieved by the organization, and driving performance to the highest level
  • Inspiring the culture and creating norms and processes to hold self and others in the organization accountable for managing risk and delivering results that are financially, environmentally, and socially sustainable.
  • Developing and implementing a portfolio of integrated Health and Safety activities, aimed at the following key operational goals:
  • Healthy staff, physically and mentally compatible with their job demands;
  • A working environment in which health and safety risks are identified and managed;
  • Prompt and effective response to incidents, accidents, and illness;
  • Staff and managers who have the knowledge and skills to manage their health risks, fulfill their health and safety responsibilities, and whose health and safety-related questions and concerns are addressed;
  • Professional, effective, and efficient operation of HSD.
  • Overseeing integrated Health and Safety support for an active WBG strategy (embodied in the WBG Evolution Roadmap) which includes deployment of more staff into field locations, including locations affected by Fragility, Conflict, and Violence), potentially increasing the number of staff exposed to environmental health and safety risks;
  • Ensuring that the principles of risk management and preventive healthcare are included in all of HSD’s service by motivating the organization to make decisions that create an impact for clients, and to remove organizational obstacles to delivering results
  • Developing, implementing, and monitoring Health and Safety directives, procedures, and guidelines, standardizing and coordinating functional domain activities across HSD;
  • Establishing and following norms of robust debate that bring the best ideas to the forefront, and approach conflicts as opportunities and problems to be solved.
  • Creating the structure and process to support the development of innovative solutions that are a source of competitive advantage and long-term sustainability for WBG. Executing strategies by motivating, encouraging, and developing individuals to enhance their ability to create innovative approaches to get results.
  • Developing partnerships and relationships to enable the WBG to achieve results through innovation
  • Leveraging experience and thought leadership to guide WBG’s strategy, receiving significant internal and external recognition. Provides Health and Safety advice and support to key WBG/IMF management bodies, including the WBG Emergency Management Team, the IMF Crisis Management Team, the WBG Global Crisis Response Platform, the WBG/IMF Occupational Health and Safety Committees, and the WBG Operational Risk and Enterprise Risk Committees;
  • Providing technical/medical guidance regarding policy matters related to medical insurance plans and disability programs.
  • Liaising as needed with local health authorities and facilities and with counterparts in the other international organizations (especially the UN family) and multinational corporations sharing similar health-related issues, representing the WBG on the UN Medical Directors group;
  • Organizing and coordinating HSD’s response to crises to ensure timely delivery of effective support; coordinates with UN partner agencies as necessary;
  • Developing and implementing benchmarked standards on health, safety, and well-being in compliance with local, regional, national, or international guidelines, and other recognized authorities or standards as may be applicable.

Selection Criteria

  • Medical Doctorate required, with additional qualifications in Occupational Medicine and/or Occupational Health and Safety recommended.
  • At least 15 years of relevant experience in occupational health services, and extensive experience in international organizations or multinational corporations;
  • Previous experience participating in or leading operational international teams or projects in health and safety is required.
  • The ability to undertake mission-related international travel is required;
  • Proven skills in organizing, prioritizing, scheduling, planning, and coordinating complex projects and work is required;
  • Substantial experience working in multi-cultural, multi-ethnic environments is required;
  • Good knowledge of health care environment in developing countries and health economics (health care consumption triggers, medical insurance mechanisms, cost containment measures, cost-effectiveness of wellness programs), and work experience in developing countries a plus.
  • Good experience in managing contracts of major health services providers including emergency assistance companies a plus.
  • Fluency in English required; knowledge of a second World Bank Group/IMF language a plus.
