The Human Resources (HR) Department provides strategic partnership to the business to develop and implement workforce strategies. The IFC HR department includes three Centers of Expertise (COEs) - Strategy & Organizational Effectiveness, Global Talent Acquisition & Mobility, and Talent & Incentives – and two Client Services teams providing support to HQ and regions.

The HR Strategy and Organizational Effectiveness unit is offering an Extended Term (ET) Consultant to be based in Washington, DC.

We are seeking a Program Analyst to be part of the dynamic HR Strategy and Organizational Effectiveness team. The ideal candidate will possess exceptional organizational skills, the ability to quickly grasp new concepts, and a proactive approach to solve problems with minimal supervision. In this role, it is essential to have a solid knowledge of the Office 365 suite (including Word, Excel, PowerPoint, SharePoint, Teams, etc.) and a keen awareness of HR trends and digital technologies.

As the Program Analyst, you will provide operational and administrative support to ensure the smooth functioning of the team, managing a wide range of information and requests. This role requires a high level of judgment and attention to detail with ability to work efficiently under pressure and meet tight deadlines. In a fast-paced and fluid environment, you must be able to adapt quickly to changing priorities and handle multiple tasks simultaneously.

The staff member will report directly to the HR Manager of Strategy and Organizational Effectiveness unit (CHRSE). Below is a summary of the expected duties and accountabilities:

Duties and Accountabilities:
  • Provide a wide-range administrative support and coordination in setting and managing priorities and the workflow of the CHRSE team. Examples include taking meeting minutes, coordinating overall events logistics, providing inputs to briefings, assisting with presentations, organize CHRSE team events and meetings, and liaise with colleagues in catering, events management, and facilities, among others. Complete other ad-hoc duties/tasks in support of the CHRSE Manager and broader team.
a. Ensure calendar is strategically managed for CHRSE Manager to prioritize time effectively with breaks to focus on delivery of objectives. Proactively address scheduling conflicts, mission travels, and appointments, among others. Be able to prioritize competing demands, with minimal supervision, and handle issues and activities with independent judgment and discretion. Liaise with technical teams and other internal parties, as needed, to ensure smooth operations of meetings and events.
b. Provide follow-up to pending issues, actions, decisions, and commitments made by the CHRSE Manager, and assure completion of tasks. Demonstrate thorough understanding of the department and institution objectives by setting priorities accordingly and contributing to positive outcomes. Understand target leadership brand of CHR.
c. Be a proactive problem-solver, fast learner, with solid knowledge of the Office 365 suite (including Word, Excel, PowerPoint, Teams, SharePoint, etc.) and a keen awareness of digital technologies and HR trends.
d. Ensure all relevant documents are available for meetings and saved in the appropriate folders/calendar. Provide quality control of documents to ensure consistency and compliance with established standards and procedures. Coordinate materials for appointments, strategically linking the CHRSE Manager to provide the right information at the right time.
e. Collaborate with various CHR and COSVP teams on internal and external communications, as requested. This includes drafting messages for the CHRSE ensuring consistency of information across various channels and collecting inputs for IFC and WBG-wide reports, among others.
f. Review, screen and prepare relevant documents and reports, infographics and dashboards, among others. Provide research, data analysis, or other support, as needed.
g. Anticipate and identify issues and areas of possible improvement and develop constructive recommendations. Possess solid knowledge of virtual meeting tools such as Microsoft Teams, Webex, Zoom, etc.
h. Maintain high level of confidentiality and trust on all matters.

Selection Criteria

  • Master's degree with 2 years relevant experience or Bachelor’s Degree with a minimum of 5 years relevant experience.
  • Exercise a high level of integrity, confidentiality, and discretion in handling sensitive information.
  • Experience managing multiple priorities and tasks, working in a diverse team environment across multiple locations, with minimal supervision.
  • Demonstrate a high degree of proactivity and capability to foresee potential issues.
  • Excellent organizational and administrative skills, with keen attention to detail and ability to follow up systematically on a broad set of initiatives and requests.
  • Ability to manage competing priorities and quickly grasp new concepts, and a proactive approach to solve problems with minimal supervision.
  • High energy with solid ability to anticipate needs, multitask, and respond quickly to requests in a fast-paced environment.
  • Ability to work efficiently under pressure and meet tight deadlines. Preparedness to work additional hours, as the workload requires.
  • Advanced knowledge of Office 365 suite (including Word, Excel, PowerPoint, SharePoint, etc.), and meeting tools such as Microsoft Teams and Webex.
  • Excellent written and oral communication skills and ability to handle a wide range of information in English.
  • A deep passion for the mission of the World Bank Group and IFC with a keen interest in HR trends and the use of technology and innovation.
