Summary

Woburn Public Schools is currently seeking a Director of Facilities to support the academic mission of the school system. The Director will be responsible for ensuring a safe, clean, and healthy learning and teaching environment for all users, including supervising maintenance and administrative staff, as well as outside contractors, and working with principals to supervise custodians. Additionally, the Director will be responsible for overseeing all aspects of school facilities and grounds, including daily and long-term care, capital projects and repairs, reactive and preventive maintenance, energy conservation, and preparing and working with an annual budget. Woburn Public Schools has recently completed a feasibility study of all 10 schools (1.1 million square feet) and is at the starting stage of creating a very aggressive 10-year Capital Improvement Plan.

Opens April 1, 2024, and will remain open until filled.

Position Type: Exempt, Salary, Non-Union, Full Time, Year-Round, Available for Emergencies 24/7.

Essential Functions:

This class specification lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.

  • Oversees and participates in maintenance and construction of municipal and school owned buildings and properties. Monitors and schedules maintenance of buildings in accordance with the organization’s goals.
  • Makes appropriate recommendations to City/School staff as necessary to improve building operations; assists City/School officials, Boards, Commissions and agencies providing required information.
  • Answers questions and furnishes information to the public and to City/School employees concerning various building projects, rules, and regulations; receives complaints and responds to complaints appropriately including taking initiative to see that problems in certain situations are resolved.
  • Provides expert testimony on behalf of the City/School as required and serves as staff liaison/ad hoc member of the City Building and other committees as needed.
  • Facilities Director, or designee, must be available 24/7.
  • Responsible for developing a program and overseeing same for building operational equipment.
  • Reviews and inspects various construction projects for compliance with approved plans.
  • Conducts independent research and prepares detailed reports as required.
  • Solicit and supervise all maintenance contracts and repair work done by outside contractors.
  • Responsible for screening, interviewing, reference checking in collaboration with School Principals or other departments as part of the hiring recommendation to the Superintendent for the positions under their purview.
  • Significant collaboration with the School Director of Business and Finance, School principals.
  • Responsible for school grounds maintenance and custodial services and ensures building custodians and ground staff are trained in best practices.
  • Develops annual maintenance budget for all buildings, City and School, as well as develop and maintain a ten (10) year maintenance and capital plan with input from School Superintendent.
  • Processes department vouchers for payment of bills; maintains detailed and accurate department budget accounts and related records for various capital projects.
  • Composes routine correspondence, memoranda and public notices. Processes department payroll and maintains records.
  • Ensures the accuracy of department files and materials.
  • Other similar or related duties as assigned. 

Recommended Qualifications:

  • Bachelor’s degree in business or Facilities Management, master’s degree preferred.
  • Minimum 7 years of related professional experience with a minimum of five years of supervising numerous employees at different locations and shifts.
  • Massachusetts Construction Supervisor’s License (or other building trade license) is desirable.
  • Massachusetts Certified Public Purchasing Official (MCPPO) is required or must be obtained within one year.
  • Designated Person Certificate for (AHERA) Asbestos Hazard Emergency Response Act.
  • OSHA 30 training desirable.
  • Must be knowledgeable and experienced with school’s Integrated Pest Management, Air Quality Testing, Lead in drinking water testing and reporting, Radon, building codes, and building regulations.
  • Detail-oriented with strong organizational, time management, and project management skills.
  • Excellent written and verbal communication skills.
  • Proficient in using technology such as MS Office, Google apps, work order system, Munis, and various building management and lighting control software.
  • Ability to work collaboratively to address issues and concerns and resolve conflict professionally and courteously.

Knowledge, Skills, and Abilities: 

  • The position requires working knowledge in the areas of engineering, painting, carpentry, electrical wiring and controls, plumbing, and vehicle and machinery operations.
  • Proficiency in the safe and proper use of power equipment and tools, heavy and light machinery, and building materials.
  • Must have knowledge of proper techniques in the following areas: construction, carpentry, plumbing, electrical, and groundskeeping.
  • Experience working with vendors, suppliers, and service providers.
  • Previous experience supervising outside contractors.
  • Solid skills in basic maintenance.
  • Project management skills and the ability to resolve complex problems and issues.
  • Planning organizing, and scheduling skills.
  • Knowledge of facility standards, codes, and regulations.

Duties and Responsibilities: 

  • Responsible for the overall management and supervision (including scheduling and assignment, instructing and training, checking and evaluating) of all custodians and maintenance personnel in and around the school buildings and grounds. Approves substitute, overtime, summer help, and other work as required and submits payroll data on the same.
  • Responsible for interviewing and recommending candidates for hiring with the maintenance and custodial department.
  • Prepares technical specifications.
  • Coordinates with the City's Purchasing Agent on the bid process, the pre-qualification of contractors, bid requests, and the reviewing of bids.
  • Acts as a consultant to the Superintendent of Schools in the areas of capital projects, repairs, construction, and alterations. Included responsibility will be consulting with architects, engineers, and others on new construction and alterations, preparing specifications and plans for construction and alterations, inspecting all repairs, alterations, and new construction, and making recommendations, as necessary.
  • Responsible for arranging, overseeing, following up, and checking on repairs or work done by outside contractors and other City Departments.
  • Responsible for maintaining buildings and grounds and equipment to meet the safety and health standards of all applicable Federal, State, City of Woburn, and Woburn School Committee laws, rules, regulations, and policies. Acts as the liaison with these regulatory agencies. 
  • Responsible for developing, maintaining, and improving a continuous security program including the assignment of personnel for weekend and holiday building inspections and responding to emergency calls (including Fire and Police) during non-working hours.
  • Provides annual Facilities Department budget and estimates and prices for projects as required.
  • Determines and drafts detailed specifications and standards pertaining to all custodial and maintenance supplies, materials, equipment, and contract work.
  • Coordinates all purchase requirements and prepares purchase requisitions and approves expenditures and verifies and approves all invoices for payment through the Office of Finance and Operations.
  • Works in cooperation with all administration within the School Department as well as those in various City Departments.
  • Cooperates closely with building principals regarding custodial and maintenance needs of both an emergency and ongoing nature.
  • Attends School Committee and subcommittee meetings as required.
  • Inspects all school buildings and grounds regularly to determine that high standards of cleanliness, safety, and security are maintained.
  • Establishes and recommends priorities on repair projects.
  • Plans and coordinates snow removal from all school buildings and grounds.
  • Performs such other duties consistent with training, knowledge, ability, and competence as may be assigned from time to time by the Superintendent of Schools. 

Physical Requirements: 

  • Ability to understand and implement safety regulations and procedures. 
  • Ability to communicate procedures and regulations to staff and guests. 
  • Ability, both visually and auditory, to identify and respond to safety and environmental hazards and inform workers, staff, and guests. 
  • Ability to lift and/or move objects weighing pounds to 30 pounds frequently and up to 50 pounds occasionally.
  • Ability to drive motor vehicle.
  • Physical mobility and endurance to perform tasks while standing/walking for long periods of time. 
  • Ability to safely and properly use power tools and equipment.
