This position starts at $4,851.50/bi-weekly (DOQ) with advancement up to $6,384.11/bi-weekly.

Characteristics of Class:Under administrative direction of the County Administrator, an employee in this class is responsible for carrying out duties as assigned by the County Administrator and may be responsible for the overall planning, development, implementation, and administration of the department’s activities, many of which have County-wide impacts. The position provides supervision for internal support functions of the Administrator’s Office. The position is responsible for the County’s Personnel System and direction of the Personnel Department including its staff. The Assistant County Administrator/Personnel Director is a member of the County Management Team. The focus of the Assistant County Administrator/Personnel Director is on the internal operations of the organization. 

An employee in this class interprets policies, statutes, and contracts for the Board of Commissioners, County Administrator, department managers, and employees. The nature of the work performed is considerably difficult because of the managerial and administrative skills required to handle numerous unrelated activities and make frequent decisions.

This position supports the County Administrator by managing certain day to day operations as assigned. Works with the County Board and the Management Team. Coordinates special projects that may span multiple departments and directs department heads on behalf of the County Administrator as needed. This position is the Responsible Authority for data requests for the County.

The Assistant County Administrator/Personnel Director assumes the duties of the County Administrator in his/her absence.

  • Supervises the overall functions of the Administration and Personnel Departments including selection, assignment, training, and evaluation of work of subordinate employees. Develops and manages the Personnel Department budget and related expenditures.
  • Conducts County labor relations including dispute resolution and labor negotiations.
  • Interprets statutes, union contracts, and personnel policies and procedures, ensuring that personnel practices are administered in accordance with established procedures.
  • Prepares and recommends policy regarding personnel administration and internal County operations. Monitors and enforces all County policies.
  • Administers the County benefit program including payment of bills for employee and retiree health, dental, and group life programs. Administers IRS 125 Flexible Spending Plan. Administers the County Employee Recognition Program. Administers the County Wellness Program.
  • Administers County recruitment program. Through liaison with individual department heads, determines specific personnel needs. Develops advertising strategy, appropriate classification, and hiring methodology. Coordinates pre-employment testing, screening, and placement of applicants. Evaluates the financial impact of new or changes to existing positions.
  • Performs Clerk of the County Board duties on behalf of the County Administrator such as preparing the agenda, minutes, and filing of records. Ensures execution of all ordinances, resolutions, and orders of the County Board and all state and federal laws applicable to the County.
  • Provides management direction and coordination of the County's day-to-day affairs in the absence of the County Administrator. Oversees County internal functions as assigned. Implements special projects as directed by the County Administrator.
  • Oversees County-wide coordination of the Health Insurance Portability and Accountability Act (HIPAA). Performs tasks as County Responsible Authority for data requests.
  • Supervises the processing of payroll maintenance and compliance with union contracts, policies, and pay issues.
  • Administers Human Resources Information System. Coordinates non-department specific training for all County employees.
  • Designs and maintains the employee performance appraisal and position classification systems.
  • Oversees the overall administration of property, casualty, and liability insurance, as well as risk management.
  • Any other duties as assigned.

Required Knowledge, Skills, and Abilities:Any combination of training and experience providing the following skills and abilities.

For Pre-Employment: 

Graduation from an accredited four-year college or university with a Bachelor's Degree in Public Administration, Business Administration, Human Resources Management, or Accounting, plus a minimum of four years demonstrated experience at management level, or a closely related field; or a Master's Degree in Public Administration, Business Administration, Human Resource Management, or Accounting, plus two years demonstrated experience at management level, or closely related field. Experience in Labor Relations including contracts and grievance negotiations, mediation, and arbitration is desired. 

  • Ability to manage a broad spectrum of divisions.
  • Ability to solve problems under stressful circumstances.
  • Ability to collect and interpret data to effectively make sound management decisions.
  • Ability to effectively supervise and lead people.
  • Ability to communicate effectively.
  • Knowledge of budget preparation and control procedures.
  • Knowledge of insurance plans, pay and compensation, and benefits administration.
  • Ability to promote and maintain harmony in the workplace. 
  • Extensive knowledge of personnel principles and practices.
  • Must pass a personal background investigation.
  • Must possess and maintain a valid Driver’s License.
