Williamson County is Hiring an Accountant II Near Georgetown, TX

JOB SUMMARY

Reporting directly to the Assistant Financial Director, responsible for performing highly specialized and complex professional accounting duties in accordance to Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), and applicable laws, codes, and regulations. Position performs duties under minimal supervision. Level II of II in Accountant.

EXAMPLES OF WORK PERFORMED

  • Develops and recommends financial policies, procedures, and standards
  • Enters line-item transfers and budget amendments, as needed
  • Reviews and submits Commissioner’s Court agenda items
  • Assists in the preparation of monthly, quarterly, and annual financial reports
  • Audits, codes, and submits invoices, P-card statements, etc.
  • Creates, reviews, and posts journal entries
  • Assists with year-end procedures
  • Assists with audits
  • Provides financial assistance to various county departments
  • Performs cash drawer, liability account, and bank reconciliations
  • Reviews cash flows and interlocal/advanced funding agreements
  • Maintains, reviews, reconciles, and updates assets and liabilities
  • Generates and posts mass allocation after each payday, payroll verification and reconciliation; verifies wire confirmation amounts to the payroll funding
  • Provides guidance and assists entry-level accountants
  • Develops, allocates, and monitors a budget
  • Attends all meetings and trainings, as required
  • Performs special duties as assigned

Grant Assignment

  • Reviews contracts and setup projects in subledger system
  • Prepares grant reports which include monitoring grant expenditures and revenues as well as ensures compliance with grantor requirements
  • Assists various departments to ensure the expenditure purchases are in compliance
  • Ensures all grants comply with federal, state, and local regulations
  • Reviews grant budgets and communicates available funds to various departments
  • Prepares grant payroll and reclassifies salaries
  • Collaborates with Purchasing on setting up and closing out purchase orders
  • Balances and reconciles grant expenditures and revenue to the general ledger
  • Books all monthly interest for any grant related accounts
  • Reports all grant financials to state or federal agencies on a weekly, monthly, or quarterly basis

Capital Area Metropolitan Planning Organization (CAMPO) Assignment

  • Provides fiscal agent services to CAMPO; bills for services
  • Enters and reconciles Parks activity to the subledger accounting system
  • Assists with FEMA/State reimbursement claims
  • Tracks CAMPO local funds received and reimbursements
  • Reviews contracts and setup projects in subledger system
  • Prepares and reconciles monthly project expenditures/revenue
  • Tracks/keeps record of county leases
  • Calculates and prepares cost estimate report; prepares budget
  • Calculates and prepares accounts receivables and deferred revenue
  • Prepares annual budget, expenditures, and cost-share fund reports for Texas Agriculture Extension

Asset Assignment

  • Maintains the County Asset Subledger
  • Provides accounting guidance to all county departments regarding Assets
  • Oversees depreciation schedules, asset walk forward and other year end schedules
  • Research Deeds & Easements transferred to or from the County
  • Reconciles land with WCAD; reconciles roads with applicable database
  • Adds road accepts for maintenance from final plats
  • Reconciles grant and capital assets
  • Reconciles bridge with TXDOT listing
  • Manages economic development agreements

Capital Projects Assignment

  • Manages project funds and contracts to include road bonds, park bonds, capital improvement funds, road and bridge project funds
  • Set up projects in subledger accounting system
  • Performs long term planning and cash flow modeling
  • Reviews project contracts/agreements for budget appropriateness and determines compliance with policies
  • Manages project budgets and provides funding information to departments
  • Balances and reconciles the project revenue/expenditures, the general ledger, and subsidiary accounting systems
  • Reviews and assures bond funds are in compliance with statutory and federal requirements
  • Provides quarterly report to project managers regarding capital project revenues and expenditures

  • Reports directly to – Assistant Financial Director

PHYSICAL DEMANDS

  • Position involves prolonged sitting at a workstation, visual examination of documents, reaching, walking, twisting, bending, standing and occasional lifting/carrying

ENVIRONMENTAL FACTORS

  • Work is primarily indoors in an air-conditioned environment
  • Regular travel between work sites as required

IRREGULAR HOURS

  • Work outside of the normal office hours (Monday-Friday 8 a.m. to 5 p.m.) may be required
  • May be deemed essential personnel in the event of an emergency

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in Business Administration with major coursework in accounting or finance and three (3) years of accounting experience
  • Working knowledge of Microsoft Office Suite and financial systems

LICENSES AND CERTIFICATIONS

Required within thirty (30) days of employment

  • Valid driver’s license

PREFERRED QUALIFICATIONS 

  • Fund accounting experience
  • Certified Public Accountant (CPA) or Certified Public Finance Officer (CFPO), or in the process of obtaining
