Engineering Technician
Description of Responsibilities:
A engineering support position performing review of encroachment permit applications and plans for conformance to city standards, encroachment permit field inspections, coordination with applicants, contractors, designers, and other city staff regarding filed observations, maintain computer records of plan review and inspection activity, maintain frequent communication with agency staff, perform general engineering field surveys and compile data into reporting formats for distribution of data and field observations. Field and plan-check responsibilities are associated with projects impacting the public transportation system or other city facilities. The types of project requiring encroachment inspection and plan review include water, wastewater and storm drain systems, street repair and excavations, residential driveway encroachments, fiber optic and other utility work inside the city right of way. This position must review proposed construction activities for conformance to city codes and standards and document and communicate required changes or additions to proposed plans to ensure conformance.
Experience and skills that are not required, but are valuable for this position or associated regional responsibilities:
Perform general engineering work in the management of, or the preparation of plans for street improvements and associated utility systems, surface and underground structure improvements; prepares maps, plans and layouts; plots cross sections; research records of right-of-way ownerships and interpretation of associated maps; prepares scope of required work for fundamental transportation improvement projects, prepare general engineering cost estimates; verifies agreements, releases and related documents; processes and maintains permit applications, compiles data and cost estimates from maps and drawings; performs survey operations; calculates distances, ties, angles, areas, traverses and closures; supports traffic engineering activities with field and office investigations; surveys and reports on accidents and conditions; sets traffic counters, collects data; maintains plan files; revises and updates maps and other engineering data; reviews and checks technical aspects of subdivision maps; manage municipal engineering projects when design work is performed by others, including schedule and budget management, contract oversight and status reporting.
DISTINGUISHING CHARACTERISTICS, REQUIREMENTS:
This a candidate could be hired as part time or full-time based on skills and experience suited to these responsibilities and related engineering needs in the region.
The position is expected to handle a range of fundamental, municipal engineering field work and associated plan review activities, coordinating with contractors, designers and city staff. This position requires minimal supervision and direction, providing coordination of engineering support functions and demonstrating initiative in analyzing and resolving problems.
SUPERVISION EXERCISED AND RECEIVED:
Receives supervision from regional engineering staff and local city staff. This position does not supervise other staff.

Knowledge, Skills and Abilities:
Knowledge of: Engineering principles and concepts; public works construction; property lines, right-of-way, easements, deed descriptions, traffic investigation, survey and report activities, encroachment permit application process and field inspections; plan review; municipal codes and standards; related software and computer skills; practices and methods of drafting and surveying, civil engineering design; project management and strong communication skills
Required Skills and Ability: Observing and reporting construction project details according to plans; communicating to contractors, applicants and city staff regarding required changes in order to comply with city codes, plan review for conformance to city codes and standards; efficient operations of computers and engineering computer programs. Assist in coordinating project details with engineering staff, contractors and other vendors; establish and maintain friendly, courteous and cooperative working relationships with other employees and the public.
EDUCATION AND TRAINING GUIDELINES:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities would be qualifying. A typical way would be:
- Associates degree in engineering & two years of experience working for, or in support of a city or county.
- Four years of experience performing engineering technician responsibilities for, or in support of a city or county
- Four years of experience performing engineering technician responsibilities and field inspections for land development engineering company or engineering design company, managing engineering responsibilities with cities and counties and completing encroachment permit applications or associated engineering permitting portions of permit applications.
