Position Summary:

The CAHOOTS and HOOTS Program Manager serves in both a strategic and operational capacity for their assigned organization unit. This includes responsibility for developing, negotiating, and reporting on budgets and program plans with funders and other key internal and external stakeholders, program compliance with governmental regulations, program budgeting and fiscal management, assisting in hiring and recruiting, professional development and performance management, personnel processes, strategic planning, and all other elements of ongoing program and staff management for their assigned unit.

Position Responsibilities

  • Supervise program staff in relation to setting performance and productivity expectations, provide constructive feedback, including appropriate corrective action, and hiring, recruitment, and employment selection processes.
  • Maintain a working knowledge of the program clients' needs and the appropriate treatment models.
  • In coordination with Program Coordinators, represent the program to partners, media, donors, and other external entities.
  • In coordination with Program Coordinators, initiate and grow positive and proactive relationships with funders, trade associations, other White Bird programs, related government agencies (Federal, State and County/City) and other community nonprofits.
  • Ensure compliance with regulations, laws, and contracts applicable to the assigned program(s).
  • Participate as part of the Clinic leadership team in developing and implementing strategies and plans to meet the organizational mission.
  • Provide additional support and advocacy for program clients including case follow up and coordinated care as needed.
  • In coordination with Program Coordinators, develop and maintain written protocols and procedures related to crisis services.
  • Oversee the development and maintenance of clinical supervision plans for crisis workers, including coordination of education for crisis workers.
  • Oversee auditing records, data collection and reporting systems related to program services.
  • Attend and facilitate clinical debriefings at meetings as needed.
  • Observe a minimum of 6 van and clinic hours per month.
  • In coordination with clinical supervisors, develop CEU requirements and presentations as needed.
  • All other duties as assigned.

Required Qualifications

  • Be a certified QMHP or be able to obtain that certification within 6 months of the start of employment.
  • Three (3) years of experience with leadership and team motivation including participating in hiring and selection, performance management, administering human resources policy and practices.
  • Demonstrated competency necessary to communicate effectively; understand mental health assessment, treatment and service terminology and apply these concepts; provision of psychosocial skills development; implemented interventions as assigned on an individual plan of care; and provision of behavior management and case management duties.
  • Strong written and verbal communication skills, including presentations and negotiations.
  • Experience with developing and managing budgets, grants, and other business development activities.

Preferred Qualifications

Working knowledge of Lane County Continuum of Care services and service providers.

Strong leadership and facilitation skills, particularly mediation and conflict resolution.

Ability to apply an equity lens to all program organizing and service delivery.

Outstanding listening and communication skills.

Compensation Details:

This is an exempt position with target starting base compensation ranging between $60-65k per year paid on a bi-weekly basis.

In addition, this position qualifies for a competitive health and welfare package and generous paid time off opportunities.
