WHEDA is seeking qualified candidates for our Housing Compliance Specialist position to work in our Madison office. The Housing Compliance Specialist position is responsible for ensuring the compliance of property owners and agents with Housing and Urban Development (HUD) contracts administered by WHEDA. This position provides technical analysis and execution of required tasks based on federal and state affordable housing regulations and program standards.

SALARY: Hiring Range for this position is from $22.69/hr to $27.62/hr. Offered Salary will be based on qualifications. WHEDA provides a competitive salary and WHEDA employees participate in the State of Wisconsin benefit package which includes retirement, health insurance and deferred compensation programs.

ESSENTIAL DUTIES:

  • Researches, interprets, applies, and communicates government regulations, rulings, legal documents, all program requirements, and handbooks as they apply to applicable federal housing programs.
  • Assesses compliance of owners and agents with applicable federal housing programs; works closely with owners and agents and HUD staff to monitor compliance and correct deficiencies in accordance with federal regulations; administers and assists in coordination of internal processes to monitor and document compliance.
  • Receives, identifies, and resolves all owner/agent and tenant concerns and complaints regarding program requirements to assure maximum compliance and efficient customer service.
  • Analyzes financial information for properties to determine optimal contract renewal options and maximum rent adjustments according to HUD requirements.
  • Prepares, reviews, and maintains program documentation, including reports, reconciliations, and financial statements to and from internal departments, financial institutions, and external agencies.
  • Assists with Tax Credit administration tasks, such as issuing and collecting fees related to monitoring services and violations.
  • Participates in analysis of selecting/implementing new and existing software and formulating/modifying new and existing policies, programs, and procedures.
  • Performs or assists with other duties as assigned.

EDUCATION, TRAINING AND EXPERIENCE

  • Associate degree in Business or a closely related field AND 3 years of relevant experience; OR equivalent combination of education and experience
  • Valid Wisconsin Driver’s License

KNOWLEDGE AND SKILLS

  • HUD systems, deadlines, and requirements.
  • Data collection and research methods.
  • Leasing, occupancy, and fair housing principles.
  • Loan programs and documentation requirements.
  • Housing regulations, principles, practices, procedures and applicable federal, state, and local laws.
  • Attention to detail, and ability to troubleshoot for process improvement.
  • Customer service principles.
  • Excellent verbal and written communication skills, including preparation of business correspondence. 
  • Problem solving skills and ability to work under pressure.
  • Successful prioritizing and management of work projects. 
  • Ability to work independently and efficiently.
  • Strong adherence to confidentiality in working with clients and vendors.

This position is eligible for a “remote/hybrid work schedule”, after initial training is completed, and at the discretion of the direct manager.
