WHEDA is seeking a Construction and Design Officer to join our Commercial Lending Department in our Madison facility

SALARY: Hiring Range for this position is from $ 72,600 to $90,282 Annually. Offered Salary will be based on qualifications and internal pay equity. WHEDA provides a competitive salary and WHEDA employees participate in the State of Wisconsin benefit package which includes retirement, health insurance and deferred compensation programs.

POSITION OVERVIEW:

Construction Design Officer is a professional level position that will provide oversight of the construction related activities for all commercial lending projects. This position is responsible for developing the policies and standards related to WHEDA’s architectural, design and construction strategies and objectives.

ESSENTIAL DUTIES: 

  • Oversee construction activities of various projects in construction from conception to completion. This includes review of design plans and construction documents, cost estimates, schedules, and scope of work.
  • Perform project site visits to ensure alignment with approved construction documents, standard practices, and compliance. This includes periodic visits for construction commencement, periodic draw meetings and completion inspections. Review and approve project scope change.
  • Work closely with project development teams as a technical resource. Develop and maintain construction standards for WHEDA financed projects. Prepare and issue comprehensive review, finding and recommendations working with internal and external policies, best practices, and strategic goals.
  • Advise management on construction practices, energy efficiency, sustainability, and green building concepts. Act as a subject matter expert on market trends, construction costs, new product line, and best practices.
  • Provide technical support to other staff members. Provide special reports, analyses and evaluations as requested.
  • Perform or assist with other duties as assigned.

QUALIFICATIONS:

  • Bachelor’s Degree in Architecture Construction Management, Engineering, Project Management or a closely related field And three years of experience in construction industry, including familiarity with design and construction, progress monitoring, building codes and construction standards; OR an equivalent combination of education and experience.
  • Professional designations like AIA, CCM, CPC, PMP preferred.
  • Valid Driver’s License.
  • This position will require frequent travel across the State.

KNOWLEDGE AND SKILLS:

  • Knowledge of building design, construction, inspections, and safety protocol
  • General knowledge of the standard AIA design and construction contracts
  • Knowledge of applicable building, energy codes and standards
  • Knowledge of accessibility regulations, requirements, and standards
  • Ability to work/communicate with general contractors, architects, and engineers.
  • Strong project management, time management and organizational skills
  • Proficiency in MS Office suite and other database software
  • Attention to detail, and ability to troubleshoot for process improvement.
  • Excellent verbal and written communication skills
  • Problem solving skills and ability to work under pressure.
  • Successful prioritizing and management of work projects
  • Maintains confidentiality related to internal/ external customers and any other information obtained in this role.

This position is eligible for a “remote/hybrid work schedule”, after initial training is completed, and at the discretion of the direct manager.
