Whatcom County is Hiring a Deputy Executive Near Bellingham, WA

Whatcom County seeks an experienced, proven leader to serve as Deputy Executive, providing strategic leadership and direction for the organization in support of the County Executive. This leader will direct the administration of assigned departments and oversee the budget, with a focus on customer service and process improvement in internal and core services. Initial focus areas will include financial system upgrades, capital facilities, and reducing permitting timelines. They will work closely with Executive staff, Administrative Services, Department Heads, and a second Deputy Executive focused on strategic and policy efforts.

Duties include:

Directing and providing strategic leadership and direction for Whatcom County.
Assisting the County Executive in planning, budgeting, organizing, and directing County government to provide timely, cost effective, and efficient systems, programs, and customer service delivered by skilled staff with a positive public service approach.
Representing the County Executive at public and departmental meetings, with the media, and through communication of the Executive’s policies, goals, programs, and objectives.

Directing the administration of assigned County departments and being accountable for the efficient and effective performance of assigned departments and the preparation of timely and professional service advice, analyses and reports as a basis for planning, funding and implementation of policy.

Overseeing large scale community wide special initiative projects, as assigned, including multiple capital facility projects. Providing strategic planning leadership, coordination, direction, guidance and recommendations in the development, revision and implementation of budgets and short-and long-range plans, goals, and objectives for Whatcom County government.

Overseeing the preparation of and justifying the County budget. Negotiating and reviewing county service contracts to assure consistency and conformance with legal requirements, policy and program direction, and appropriate process.

2024 Salary:
Unrepresented Salary Range 19: $12,188 - $17,697 per month

Hiring rate depends on qualifications. This position receives annual pay increases to the next step in the associated salary range (apx. 3.8%) subject to satisfactory performance, in addition to any approved Cost of Living Adjustments (COLA).

Bachelor’s Degree in Public Administration or a related field;
6 years progressively responsible government administration at the executive or senior leadership level;
3 years of supervisory/management experience;
Master’s in public or business administration preferred.

The ideal candidate should possess a dynamic blend of leadership, strategic thinking, and hands-on experience in local government administration. Must have strong knowledge of local politics and the ability to navigate and collaborate within the political landscape as well as the ability to adapt to changing circumstances and maintain composure under pressure. Must have an overarching dedication and commitment to public service and desire to improve the quality of life for County residents.
