The LCCWEAR Quality Control Analyst will support the efforts of the Division of Prevention and Community Wellbeing, by participating in the design and implementation of prevention programs and program evaluation that improves the achievement of state, federal, legislative, division, programmatic, and initiative outcomes related to prevention.
This position is funded through the "Child Welfare Analytics Collaborative," a partnership between Western Kentucky University, WKU's LifeSkills Center for Child Welfare Education and Research (LCCWEAR), and Kentucky's Cabinet for Health and Family Services. The LCCWEAR Director will serve as the PI and provide program support for this project in a university-based administrative role. The LCCWEAR Quality Control Analyst(s) that are assigned to the Division of Prevention and Community Wellbeing will report directly to the Director of the Division of Prevention and Community Wellbeing.

The LCCWEAR Quality Control Analyst will actively contribute to the following:
Provide data analysis and evaluation support for the program area of prevention services, including needs assessment, quality assurance, continuous quality improvement, and outcome measurement activities in partnership with regional and central office staff, and contracted provider staff; extract, synthesize and interpret data relevant to prevention services, provide consultation and training regarding data extraction, analysis and evaluation with appropriate regional and central office staff; provide consultation and training regarding data entry and quality assurance monitoring to contracted provider staff; conduct research and evaluation of specific prevention programs or specific interventions related to Kentucky's child welfare system, families at risk for involvement in the child welfare system, or improving Commonwealth social determinants of health and make recommendations for improvement, as needed; attend evaluation workgroups and related meetings, as requested; develop data collection tools, data management within multiple databases, dashboards, and the Child Welfare Information System, data extraction, visualization, and data analysis, as needed; assist with survey creation and analysis, if feasible; provide evaluation services and technical support services for on-going and new initiatives, as needed; develop and manage longitudinal research datasets; design, analyze, and summarize DCBS surveys such as the Employee Engagement Survey, etc. as requested, and provide consultation and support related to data and information inquiries from DCBS stakeholders and community partners.
The position requires significant critical thinking in determining the best approach to research and evaluation. Incumbent will be expected to show initiative and make decisions on routine issues and making recommendations on issues that are outside standard operating procedures. Errors in judgment could affect the effectiveness of the research, which could result in loss of reputation and/or resources. The issues that arise are varied and required discretion to solve non-routine problems.
Essential job functions include development of research design, technical report writing, and other duties assigned (e.g., work with teams, attend meetings, etc.). Contacts may include work with Cabinet staff, community partners, training professionals, university faculty, students, contractors, childcare providers, and customers/clients of the Cabinet for Health and Family Services.
This position requires good written, verbal, and interpersonal communication skills. A bachelor's degree in statistics, computer science, or a related field is required. Two years of research and programming experience is required. Must have an ability to use and do complex functions on Excel spreadsheets including pivot tables, Statistical Program for the Social Sciences (SPSS), word processing, and power point.
The job requires in-depth knowledge of concepts of research and evaluation. The incumbent must be able to do advanced data base management including merging files, using and creating syntax, and adding variables using excel and SPSS. The incumbent must also be able to do tedious data cleanup and management, report manipulation and routine report generation. This position requires the ability to independently complete descriptive and comparative statistics and take the data generated and create basic reports. It also requires the ability to create short term data collection tools and display systems for surveys and other program evaluation needs. The successful candidate must be able to prepare simple reports and information that can be used and understood by management and workers. The incumbent must have a working knowledge of Microsoft Office Suite applications, specifically Excel, Word, and PowerPoint; and experience with statistical software such as SPSS, SAS, and/or R.
