Homeless Intervention Manager

West CAP is a forward-thinking organization committed to empowering low-income families in rural communities since 1965. We are currently seeking a full-time Homeless Intervention Manager to lead our dynamic Homeless Intervention Team. In this role, you will oversee programs, policies, and procedures aligned with a Housing First approach, ensuring the quality, timeliness, and comprehensiveness of program services through effective monitoring and reporting systems. Additionally, you will actively engage in community and statewide partnerships. This position is based out of our Menomonie location, with opportunities for hybrid remote work after initial training.

Required qualifications:

  • Bachelor’s degree in social work or related field and a minimum of 5 years’ experience working with people in poverty or experiencing homelessness. Preferred master’s degree in related field. Social Work license preferred. Minimum of 2 years’ experience working with people experiencing poverty, mental illness, and/or substance use disorders.
  • Two years supervisory and program management experience, including program budget and finance management, and program development.
  • Mental Health and/or substance abuse clinical experience.
  • Ability to comprehend and interpret complex rules, regulations and laws. Excellent written and oral communication skills
  • Ability to build collaborative relationships in the delivery of services in the public, private and government sector.
  • Computer skills sufficient for data gathering, documentation, and reporting
  • Valid driver’s license, reliable transportation, and acceptable driving record
  • Experience with HMIS and HQS Certification.
  • Knowledge of federal, state and local housing laws and regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Leadership

  • Provide leadership to case managers through the implementation of case management policies and procedures, on-going evaluation of essential duties and responsibilities, and facilitating team development.
  • Provide direction, input and feedback, including in crisis situations.
  • Monitor caseloads and facilitate the enrollment of new program participant intakes.
  • Coordinate orientation and ongoing education for staff to improve skills.
  • Ensure that services are provided in accordance with agency policies and procedures, grant requirements, and professional standards.
  • Establish and evaluate methods used to promote housing stability and self-sufficiency. Assist case managers to provide services in accordance with established methods or create new protocols for same.
  • Assist case managers in working with property managers/landlords and other housing and service providers to assure program participants maintain stable housing.
  • Work with program participants and case managers to resolve participant complaints regarding the program and/or case management services.
  • Actively model and communicate the mission and vision of West CAP and support a culture of empowerment, team development and open communication.

Program Development and Evaluation

  • In collaboration with the Associate Director, identify community needs for existing and new services related to homeless services and housing; implement program modifications or enhancements as needed.
  • Review, revise, and create policies and procedures according to best practices in homeless services and excellence in outcome attainment.
  • Responsible for the implementation and evaluation of all activities of the programs in accordance with all funding standards and expectations.

Financial Management

  • In collaboration with the Associate Director, develop annual program budget and operating plan to support the program.
  • Assist with grant development for furthering the goals and financial stability of the Homeless Intervention Program.
  • Assist with required reports to funding sources.

Record Keeping and Reporting

  • Responsible for ensuring accurate reporting of program participant data.
  • Prepare reports and other documents related to the program.

Collaboration

  • Represent West CAP at local collaborative meetings and community events. Promote safe and affordable housing and community awareness of homelessness issues through participation in local homelessness or related community activities. Participate in public presentations regarding West CAP’s mission and activities to appropriate local organizations.
  • Coordinate services with other West CAP programs/projects to increase effectiveness and efficiency.
  • Coordinate with homeless service providers and other stakeholders through participation in the West Central Wisconsin Homeless Coalition.
  • Actively participate in the BOSCOC through attendance at meetings and committee work as needed.
