Agile Development Support LeadROLEWe need an Agile Development Support Lead for the Office of the Under Secretary for Defense (OUSD) Personnel and Readiness’s (P&R) MATOC. The OUSD P&R is responsible for overseeing personnel and readiness policies and programs within the Department of Defense. Its mission is to ensure the readiness, effectiveness, and well-being of military and civilian personnel across the department. The MATOC, named the Personnel and Readiness Infrastructure Support Management (PRISM), will provide the OUSD’s Directorates and Strategic Mission Partners (Strategic Partners) with innovative and cost-effective services that incorporate industry best practices to meet the demands associated with a dynamic global threat and security environment. Your role as a Agile Development Support Lead for the OUSD will be to facilitate agile development processes, provide support to agile teams, ensure adherence to agile methodologies, and optimize project delivery. Provide centralized task leadership and reporting to the Government lead
Assist in developing and updating functional requirements for DEAMS releases
Support the analysis and implementation of system changes
Participate in requirements working groups to develop SMART requirements
Maintain and update the DEAMS System Capabilities Document (SCD)
Assist in the requirements review process by creating supporting documentation
Maintain an Agile DEAMS Systems Requirements Traceability Matrix (RTM)
Participate in reviews to ensure clear requirements objectives across teams and organizations
This individual must be available on at least an on-call basis for the duration of the contract
REQUIRED SKILLS/EXPERIENCE
10 years’ experience in at least 2 P&R functional areas: Front Office, Readiness, Chief Talent Management Office (CTMO), Manpower & Reserve Affairs (M&RA), Defense Health Agency (DHA), Office of Force Resiliency (OFR), and Functional Financial Management Support (FFMS)
Experience leading teams in Agile software development
Knowledge of DoD or similar federal agency financial management policies, processes, and procedures
Expertise in using Oracle applications
Capable of working independently
Strong written and oral communication skills in the English language
Capable of directing contractor personnel and interfacing with the Government and customers
Exceptional customer service skills
Strong time-management and prioritization skills
Ability to communicate applicable technical subject matter expertise to management and others
REQUIRED EDUCATION / CERTIFICATIONS
Bachelor’s degree
Advanced degree and/or professional certification may be substituted for experience
