Job Title: ############ IT Director Department: ####### Information Technology Reports To: ######## Chief Financial Officer SUMMARY The Director of Information Technology (IT) oversees all IT functions including the management of IT staff who maintain and support all technology operations. Works closely with customers, leaders, and technology vendors to maximize opportunities. Ensures the department activities meet requirements and timeframes for all IT projects. Provide overall direction, training, coaching, and assessment of technology staff. Establish and implement project management processes and methodologies for the IT community to ensure projects are delivered on time, within budget, adhere to high quality standards and meet customer expectations. Develop, manage, and track the IT department#s annual budget. ESSENTIAL DUTIES AND RESPONSIBILITIES Oversee all IT technology operations. Plan for future growth. Provides overall leadership and direction for EMR, Computing Platforms, Network, Cloud Technology, IT Compliance, and Cyber Security. Drives execution of scalable, secure, and reliable technology that meets the need sof the business in the most cost-effective manner. Devise and establish IT policies and systems to support the implementation of corporate strategies. Develops new standards to maximize effectiveness and process efficiency. Manages service delivery performance through SLAs and other key performance metrics. Manages the development of and provide guidance for all Cyber Security services. Provide day to day direction, guidance, and training to IT staff. Assist peers with the overall business technology planning process, providing a current knowledge and future vision of technology and systems. Works to minimize outages and ensure supplier recovery and contingency plans are in place. Develop, implement, and monitor a strategic enterprise risk management program to drive resolution (e.g., reduction, acceptance, transfer, etc.). Primary owner of the Critical Incident Response Team guiding key stakeholders such as Executive Leadership, Human Resources, Legal, etc. in the event of a major Cyber Security Incident using the NIST Cyber Security Framework. Manages the execution of continuous improvement, cost reduction opportunities, and trailing cost elimination. EDUCATION Bachelor#s in Computer Science, Information Systems, or other related field required. Master#s in Computer Science, Information Systems, or other related field preferred. TRAINING and EXPERIENCE 5 years experience managing technology teams and overseeing large information technology projects required. 5 years experience managing complex projects using an established project management methodology (e.g. PMBOK, waterfall, scrum) required. Healthcare experience preferred. BUDGET/CONTRACTS Approves and coordinate projects related to selection, acquisition, development and installation of major information systems. Provide advice on evaluation, selection, implementation and maintenance of information systems, ensuring appropriate investment in strategic and operational systems. Reviews all hardware and software purchases and maintenance contracts, soliciting involvement and participation of other management team members as appropriate. Responsible for the development, implementation, and evaluation of operating and capital budgets for areas of responsibility in order to assure the financial viability of the facility, the smooth operation of the departments and the delivery of cost-effective quality patient care.# PLANNING/POLICY DEVELOPMENT Responsible for the technology vision and planning process that will regularly evaluate existing technology, information systems, and staffing, research new solutions and technologies and recommend changes.# Responsible for the development, implementation, and evaluation of information technology strategic goals and objectives in order to provide vision and direction and achieve strategic outcomes. Responsible for planning, development, evaluation, coordination and management of the information technology systems for Welia, this includes: system operations, telecommunications, hardware and software support, electronic health record technology, and office automation. Develop and enforce policies and procedures to ensure the protection of Welia#s IT assets and the integrity, security and privacy of information entrusted to or maintained by Welia. Develop and maintain system disaster recovery and business continuity plan in the event of power failure, damage to system, etc.# Facilitate correction of any system failures, contact point for computer problems. SYSTEMS ADMINISTRATION/REPORTING Promotes and oversees relationships between the Welia IT resources and external entities (e.g., vendors, consultants), including SISU Medical Systems and Allina Health.# Ensures that all information systems and networks operate according to internal standards, external accrediting agency standards, regulatory agencies and legal requirements, including HIPAA. Coordinates and manage reporting needs for Welia. Assist in the gathering, processing, distribution and use of pertinent information required by management to make decisions in a timely, accurate, and cost effective manner. Manage and approve IT change management process, including coordinating communication and ensuring proper staff testing and planning is completed.# Conducts departmental meetings and attend other department meetings to provide updates on information technology strategy.# Conduct meetings for the Patient Care Excellian Workgroup (PCEW).## TRAINING Develop, coordinate, and manage training programs including training for electronic health record, Microsoft Office, and IT basics for new employee orientation.# INFORMATION SECURITY OFFICER Responsible for the oversight of the organizational information security matters governing appropriate access, identity management, vulnerability/risk assessment and mitigation, and information security policies/procedures creation and compliance.# Serve as internal expert and liaison on all matters related to Information Security.# Monitor advancements in information security technologies and changes in legislation and accredited standards that affect information security.# Review and approve, in association with the information security committee, all system-related information security solutions.# This job description in no way states or implies that these are the only duties to be performed by the employee occupying this position.# Employees will be required to follow any other job-related duties requested by their supervisor. LANGUAGE SKILLS Ability to read, analyze, and interpret periodicals, professional journals, technical procedures, or governmental regulations.# Ability to write reports, business correspondence, and procedure manuals.# Ability to effectively present information and respond to questions from groups of managers, employees, patients, and the general public. MATHEMATICAL SKILLS Ability to work with mathematical concepts.# Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. COMPUTER SKILLS Knowledge of Microsoft office products, ability and willingness to learn new software products, as needed. REASONING ABILITY Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
