Waystone Health & Human Services is Hiring a RESIDENTIAL PROGRAM MANAGER II Near Lawrence, MA

PRIMARY PURPOSE: This position is responsible for ensuring the safety and wellbeing of residents and staff as well as the successful oversight of daily operations of the assigned residential group homes. This includes ensuring the houses meet all agency and regulatory quality indicators and standards, hiring, training and supervision of staff, and ensuring medical and clinical needs of all residents are met. As part of the residential leadership team, the incumbent will ensure overall quality of services, consistency, and standardization across all residential programs and provide supervision and guidance to the program managers and staff.


Responsibilities:

  • Hire, train, motivate and evaluate Program Managers for assigned programs. Recruit and screen candidates, hire, orient, coach and evaluate program managers. Provide 1:1 documented supervision, ongoing training, assess skills to determine effectiveness of training, give feedback and support on performance. Coordinate cluster meetings and encourage team work and collaboration.
  • Support direct care staff; coach and train staff - Hire, coordinate training, provide 1:1 quarterly supervision and support to all direct care staff to increase skills. Ensure all training requirements at programs are met and maintained. Conduct annual performance evaluations for all staff in a timely manner and address concerns. Ensure houses’ staffing needs are met based on defined ratios. Coordinate per diem and agency relief staff, as needed.
  • Develop and implement Individual Support Plans for all individuals-in homes in collaboration with the clinical team, develop plan, train and monitor staff in how to implement the plan. Ensure a high level of quality care, in accordance with agency and accreditation standards. Maintain accurate and up to date documentation, including ISP documentation, HCSIS, behavior and treatment plans, and other required documentation.
  • Ensure quality health care for all individuals - Promote a healthy lifestyle within the homes, ensure routine and follow-up medical appointments are completed, assure that medical recommendations are followed by all staff. Work collaboratively with clinical and nursing teams to ensure behavioral and medical needs of persons served are met. Collaborate with all service providers, ensuring communication and documentation is clear with regard to the coordination and management of each person's needs.
  • Ensure all documentation is completed in eHana accurately and completely, and within the specified timeframe. Ensure medication records are updated as required (medication changes, doctor’s orders and medication lists). Ensure medications are ordered in a timely fashion, medications administered correctly with daily and weekly medication checks
  • Oversee and monitor the management of agency funds – Work in collaboration with agency fiscal staff for individual funds and program expenses while ensuring all required documentation is present. Make sure program funds are used wisely and appropriately through monitoring overtime and supply ordering.
  • Ensure compliance with applicable regulations and policies - Implement and monitor consistent and uniform standards and procedures to ensure compliance, including record-keeping, daily routines, and reporting to make sure that all activities follow and comply with DDS regulationsand follow Waystone HHS policies and procedures.Ensure confidentiality of Personal Health Information, records and documentation is in compliance with HIPAA, state and federal mandates. Conduct regular QA audits to ensure each home is maintaining a high standard of care.
  • Provide 24/7 emergency coverage of assigned programs as needed (on-call physical coverage) On-Call coverage includes addressing concerns and providing direction to employees, managing call-outs and scheduling per diem staff, on-call reporting, as well as possible coverage of shifts if staffing cannot be coordinated for a shift.
  • Coordinate, train and support transitions of new individuals into the program. Oversee transition of new individuals, working with Program Manager, Nursing and Behavioral Health clinician to ensure a safe and smooth transition.
  • Model and encourage regular participation for all individuals in recreational and community opportunities, helping people to develop meaningful relationships. Coordinate or assist with program community outings. Ensure all information and materials required for any outing is prepared, and that positive relationships are built and maintained. Ensure positive neighbor relationships are maintained, and that any concerns are raised to senior management.
  • Work with guardians and family members on issues related to the care and services provided to their family members. Communicate proactively, as appropriate, work to build a positive relationship, and ensure staff are also trained in the best practices of working with families. Coordinate meetings, as needed, and ensure all information and materials required are prepared.
  • Manage the technology needs of the program; ensure timeclocks are in good working order, monitor, ensure accuracy and approve employee time and attendance every Monday by 10am, and data management/electronic health record systems. Report issues to IT Department or Payroll Department, as appropriate.
  • Responsible for the upkeep, cleanliness and maintenance of the program residential sites and program vehicles. Address maintenance needs.
  • Conduct staff meetings regularly (at least monthly) at each program to ensure open and clear communication, build the teams, and provide training.
  • Attend scheduled monthly Program Manager meetings.
  • Coordinate with day programs to ensure consistency of care.
  • Assist in investigations of reportable incidents and complaints, as requested.
  • Other duties as assigned.

REQUIREMENTS:

  • Bachelor’s Degree or equivalent education and experience in a field related to agency services. Experience may be substituted for education
  • Three years of experience in Human Services, two in the field of intellectual and developmental disabilities in a management position.
  • Demonstrated skills in leading teams and supervision. At least one years’ supervisory, managerial, and administrative experience. Experience as a Program Manager, or equivalent preferred
  • Strong management skills including organization and communication; ensure collaboration and teamwork among house staff and residents, ability to multi-task problem solve and maintain a high level of organization
  • Ability to be certified in Medication Administration, CPR and First Aid certification, Safety Care and maintain certification.
  • Valid Driver’s License with a minimum of 1 year of driving experience.
  • Regular and predictable attendance
  • Computer literacy and competency to include the ability to coordinate entry into a data management system, use Microsoft Office products proficiently, and records management systems
  • Local travel within our service communities in the Merrimack Valley area
  • Attendance expectation is 40 hours between homes with flexible hours between 7am-6pm (some weekend and nighttime hours may be required)
  • Current program must be at a minimum of 80% compliance and Program Manager must have shown the ability to be present, reliable, organized, able to operate under stress, practice good time management and meet all deadlines
  • Maintain programs at minimum of 80% compliance within six weeks of becoming Program Manager II
