FAMILY RESOURCE CENTER SPECIALIST

SUMMARY DESCRIPTION

Under the general direction of the Intervention Department Director, Intervention Department, the Family Resource Center Specialist oversees the daily operation of the Family Resource Center, and coordinates the case management, assessment, referral, evaluation and data collection process and oversees grant writing and implementation. The Family Resource Center Specialist will support and meet the program goals and objectives as required by the various funding sources and other state requirements.

EXEMPLARY DUTIES/RESPONSIBILITIES

Assists in developing, monitoring and operating annual budgets for the family resource center; procuring funding, i.e., grants; supporting the on-going assessment of community needs; develop systems to collect accurate data to report to grantors. Researches, develops and writes grants to support funding for the family resource center; responsible for grant and fiscal accountability assists with standardization of procedures; coordinates grant and program evaluation process; and provides consultation and training to staff, Family and Community Engagement (FACE) liaisons, counselors, school administrators and other related school and community staff.

The FRC Specialist performs complex work which is mission driven, extending into the community in a social work capacity. Assists families in developing the skills necessary to work toward self-sufficiency; acts as a liaison with social services, schools, family resource centers, community health and human service agencies to support and develop new and existing programs for the families served by the resource center. They must be capable of recognizing various situations in the home, the needs of the family and student, and the agencies best suited to assist the family. The situations the FRC Specialist must deal with are unique and at times very tense. The incumbents will work directly with various agencies within the community, such as, social services, WIC, Homeless Community, Re-engagement, NV Energy, Food Bank of Nevada, Supplemental Nutrition Assistance Program (SNAP) and Medicaid, and other support resources.

The FRC Specialist is responsible for working with diverse populations, developing, and maintaining strong relationships with the families, students and the community resource agencies. The FRC Specialist works very effectively with families and the schools to ensure students have a good learning opportunity. They provide case management and maintain comprehensive records of all visits and assistance needs. The FRC Specialist must ensure data collection and reporting is closely monitored and documented. They will also perform follow-up home visits. The FRC specialist provide case management as well as supports and supervises family advocates in their role of providing case management and resource brokering. The position also works to strengthen and expand resources that are co-located in centers by working at bringing essential community providers to the center to provide additional support to clients.

Provides administrative supervision and follows guidelines and procedures developed by the State of Nevada and the Washoe County Human Services Agency for low-level referrals. Responds to referrals from Washoe County Human Services Agency on Priority 3 reports in the following categories: educational neglect, environmental neglect, physical neglect, medical neglect, improper supervision, and inappropriate discipline with minor physical injury. Completes the required safety assessment, North Carolina Family Assessment - G, and any other assessments required for the Differential Response Program; develops case plans with families and provides services that enable families to ensure the safety of their child and enhance the family's wellbeing and functioning; responsible for entering data into the Washoe County Unity system; and tracking family progress or lack of progress; works with Washoe County Department of Social Services to support and link families with children in danger of abuse to community-based services for early intervention and prevention services; and responsible for child abuse and neglect reporting.

The FRC Specialist collaborates with the Intervention Department Director with regard to problem solving of each center in which the Specialist is responsible, is responsible for child abuse, neglect reporting and intervention for identified families, and provides administration for the family resource center. The FRC Specialist is involved in Administrative duties, such as staff supervision, hiring, training and evaluating the staff and the programs. They must implement the State and Federal grants and closely follow them to ensure compliance. Throughout this process, they are responsible to ensure the processes is effective and will be able to recommend improvements as needed.

The FRC Specialist may also have to attend State Grant meetings, provide findings to various state offices, and provide updates to local community support organizations. This phase will help support continued relationships building between the WCSD and the community and future support organizations.

EMPLOYMENT STANDARDS

Education/Experience: Any combination of education and experience that provides the required knowledge and skills is qualifying. A typical way to obtain the knowledge and experience would be:

  • Bachelor's degree from an accredited college or university with major coursework in social work, education, child development, human development and family services or related field. Master's degree in Social Work is desired.

AND

  • Four (4) years of experience in supervisory and/or managerial capacity in the educational or social service field working with children and families. Community involvement and ability to work with other agencies is required. Bilingual preferred.

Knowledge of: Procedures for identifying students who may need social services; family assessment methods; intervention and direct service activities; consultation methods; program development strategies; financial management, including budgeting, fund procurement data collection and grant reporting.

Skill at: Grant writing; evaluating staff and programs; coordinating social service programs; communicating effectively with schools and agencies; working with diverse cultures; effectively interacting with those contacted at work; bilingual skills desirable. Ability to work flexible hours.

Licenses/Certificates: School Social Worker License is preferred.

Physical Demands: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices, meeting and training rooms, libraries, residences, or commercial vehicles, e.g., use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, heated, and ventilated.

Salary Range: $56,741 - $63,488 (steps 4-8)

Salaries are subject to adjustment and may increase and decrease each fiscal year. New employees hired by the Washoe County School District are normally placed on the entry step of the grade of the position.
