Job Description

MARKETING STATEMENT

The Washington Metropolitan Transit Authority (WMATA) is currently seeking an experienced Facilities Assessment Specialist in the Infrastructure, Facilities Department. The Assessment Specialist conducts field assessments of WMATA facilities such as bus, rail, and ancillary facilities, and utilizes analysis on work orders, facility failures, condition, energy usage and other matrices to ensure facilities and equipment are in a state of good repair. The Assessment Specialist provides assessment reports and data analysis, and coordinates work with contractors and/or internal technical support staff. This position will require a valid driver’s license and will require conducting field visits to Metro facilities including accessing mechanical equipment located on rooftops, tunnels, or other locations.

MINIMUM QUALIFICATIONS

Education

  • Associate’s degree in Engineering
    • In lieu of an Associate’s degree, a High School Diploma/GED and two (2) years of experience in facilities troubleshooting, maintenance or construction, in addition to the experience stated below will be considered

Experience

  • A minimum of five (5) years of experience in facilities troubleshooting, maintenance or construction, including but not limited to maintaining building systems, mechanical and electrical systems, and equipment, and/or performing facility performance and condition assessments such as Reliability, Availability, and Maintainability (RAM), and sustainment analysis.
  • Experience working with stakeholders, developing procedures, and estimating cost / quantity

Certification/Licensure

  • Valid Driver’s License
  • Roadway Worker Protection (RWP) Certification, Level 2, within two (2) months of hire and maintained for the duration of time in the job

Preferred

  • Experience in facility management, site assessments or closely related field
  • Transit/transportation related experience
  • Experience in installing, maintaining, or troubleshooting HVAC, Electrical, Plumbing, Fire protection or communication equipment.

Satisfactorily complete the medical examination for this position, if required. The incumbent must be able to perform the essential functions of this position either with or without reasonable accommodations.

SUMMARY

The Facility Assessment Specialist is assigned to a group of facilities (non-revenue or revenue) on behalf of the Facilitiesdepartment andconducts on-site facility condition assessments (FCAs) and enters the data into the Computerized Maintenance Management Software, CMMS (i.e., Maximo). The incumbent reviews historical work order data & asset failures using the CMMS and energy usage data and other metrics using the Enterprise Energy Monitoring System (EEMS) to ensure facilities and equipment are in a state of good repair (SGR). The incumbent collaborates regularly, with maintenance offices, contractors, and representatives from other disciplines within the Authority in support of the facilities, programs, or projects.

ESSENTIAL FUNCTIONS

  • Conducts on-site FCAs including, walk-through of the accessible and visible systems of buildings and facilities (mechanical, electrical, plumbing, structural, civil), and observes systems, components, equipment, and conditions to assess and collect data on the state of good repair, expected remaining useful life, and significant physical deficiencies.
  • Provides feedback on improving the FCA site work and data processing procedures.
  • Collaborates on project development with applicable planning groups to provide necessary information from the facility assessment process.

OTHER FUNCTIONS

  • Attends and passes the required safety training classes and stays current industry best practices for working safely and efficiently. Performs assignments according to established industry and WMATA's safety practices, procedures, and guidelines.
  • Provides support to the department and others on matters as directed.
  • Operates Authority vehicle between work locations to perform job duties as required.
