Job Description

MINIMUM QUALIFICATIONS

Education

  • High School or possession of a high school equivalency certificate (GED).

Experience

  • A minimum of five (5) years’ supervisory experience in transit or transportation operations, to include management over bus operations and administrative activities.

Certification/Licensure

  • N/A

Preferred

  • Bachelor’s degree in Transportation, Business/Public Administration or related field

Mission Essential Designation:

In accordance with the Washington Metropolitan Area Transit Authority’s Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

SUMMARY

The Assistant Superintendent Bus Service Operations is accountable for customer service and strategic follow through at any of the bus divisions. The incumbent assists the Superintendent in maintaining optimal service performance and for identifying and/or resolving issues to better support the Authority’s strategies, programs and initiatives. Incumbent will act on behalf of the Superintendent during their absence and may cover various shifts, including evenings, overnights, weekends, holidays and special events.

ESSENTIAL FUNCTIONS

  • Assists in the overall day to day management of the transportation department by monitoring operations and ensuring effective and consistent operating practices. Monitors schedules for arrivals and departures from the division to ensure daily operation of the division while providing courteous customer service to the public.
  • Provides supervisory support and administrative oversight for the personnel and activities at their assigned division. Researches, identifies, investigates, interviews, and document customer service complaints/commendation.
  • Conducts investigations on accidents/incidents and administers appropriate discipline. Assists managers with investigations to ensure appropriate discipline is administered. Holds grievance hearings, attends and testifies at Arbitration Hearings, Worker's Compensation Hearings and Unemployment Hearings in order to promote and enforce legal and regulatory requirements.
  • Re-instructs operators as needed, in the proper rules and regulations and safe methods of operating the bus in accordance with Standard Operating Procedures.
  • Works closely with Divisional Training Instructors to ensure adequate and timely training is provided to Bus Operators.
  • Monitors supervisory staff performance by conducting Mid-year Performance Evaluations and annual Performance Evaluations, in order to address performance issues in a timely fashion through coaching, counseling and performance management and taking time to recognize and applaud good performance.
  • Processes payroll for Management Staff, Bus Operators and Depot Clerks by monitoring and authorizing payroll actions. Maintains the attendance records of Bus Operator and Depot Clerks.
