ARE YOU A GOOD FIT?

The position requires candidates to have and maintain a professional engineering licensure in civil or structural engineering. Candidates will act in responsible charge of various transportation related construction projects including roadway widening, maintenance, and new construction; bridge maintenance and reconstruction; traffic signal maintenance and construction; intelligent transportation systems (ITS) installation and maintenance; and transportation operations on-call contracts. RCEs are responsible for overall project contract and regulatory compliance, submittal processing and review, responding to requests for information, project change management, negotiation, and approval, and development of quality control and assurance plans. RCEs will act, in many cases, as the ultimate decision maker for project directives, changes, payment, and acceptance.

Candidates will also lead regional inspector and construction management teams. RCEs will develop and implement training for entry level inspectors and construction managers, maintain staffing plans, develop, and maintain project budgets, review design documents for constructability and compliance, and provide oversight of submittals reviews during construction delivery. Candidates should be comfortable driving to varying projects as required by client assignments and staff management needs.

YOUR LIFE AS A RESPONSIBLE CHARGE ENGINEER

As a Responsible Charge Engineer, you enjoy and take pride in being the ultimate decision maker regarding day-to-day planning, quality, and compliance of a construction project. You supervise construction management and field inspection staff verifying the completion of the Work in compliance with approved plans, specifications, and standards. You review contractor submittals such as requests for information (RFIs), notices, product data, shop drawings, and schedule for compliance with the contract documents. You maintain project records for compliance with requirements for Federal Funding. You review construction and design plans to determine constructability and advise designers and clients on methods to reduce costs, improve production, and minimize risks. You enact field changes to approved documents to adjust to differing conditions, additional requirements, and common-sense solutions during construction. You train and develop construction inspection staff and office engineers. You have a strong since of urgency and a fundamental understanding that timely decision making can be the difference between a successful and unsuccessful project. You are a strong communicator capable of developing and maintaining industry and project relationships that enable project success. You feel good about the part you play in the success of the project, our client, and the company, knowing that you are always valued.

Location: Statewide Hybrid (Reporting at Richmond Office)

Qualifications


WHAT WE NEED FROM YOU

  • Bachelor’s Degree in Civil Engineer or related field (or commensurate experience)
  • Licensure as a Professional Engineer practicing in the Commonwealth of Virginia
  • Valid driver's license
  • Reliable transportation
  • Intermediate familiarity with the usage of Computers, Tablets, and Smartphones

Preferred Qualifications

  • 8 years of progressive experience in construction inspection, management, or performance
  • Experience as a Responsible Charge Engineer or ACE/DCE on Virginia transportation projects
  • Prior VDOT or similar public agency experience
  • Experience in heavy civil, highway, rail, or utility construction.
  • Existing professional licensure or certifications including:
    • Certified Construction Manager (CCM)
    • VDOT Asphalt Field 1 & 2
    • VDOT Soils & Aggregate
    • ACI Concrete Field 1
    • Intermediate Work Zone Traffic Control
    • Department of Environmental Quality (DEQ) Certification - E&S and Stormwater Management
    • NICET Certifications
    • MARTCP Certifications
    • Certified Welding Inspector
    • Coatings Inspector Levels 1, 2, & 3 (AMPP formerly NACE)
