POSITION PURPOSE:
Provides internal consulting and support services to ensure that processes, procedures, and methodologies are developed, documented, communicated, and used in order to effectively direct the work of the division. Oversees the collection and reporting of performance metrics designed to inform division leadership decisions, to determine the effectiveness and efficiency of division operations, and to monitor progress toward achieving targeted improvements. Maintains compliance with state law and school board policy, drafts technology policies and guidelines, and establishes processes, tools, measures, and reporting methods for monitoring customer satisfaction for the major services of the division.
MINIMUM QUALIFICATIONS:
KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
- Considerable knowledge of Microsoft Office specifically Word, Excel, and Power Point; Google Apps;
- Knowledge of quality concepts and process structured organizations;
- Knowledge of Wake County Public School System (WCPSS) business operations, state and local law and school board policy;
- Ability to establish and monitor processes, procedures, work practices and methods;
- Ability to develop and maintain good working relationships with internal and external customers;
- Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
- Ability to establish and maintain effective working relationships with school system staff, community partners, vendors, and contractors.
EDUCATION, TRAINING, AND EXPERIENCE
- Bachelor’s degree in technical or business field (e.g. computer science, engineering, accounting, business or mathematics) or equivalent work experience.

PREFERRED QUALIFICATIONS:
- Experience in a supervisory level position with responsibility for delivering support services in such areas as technology, accounting, HR, etc.;
- Project management experience (demonstrated skills in verbal/written communications, high commitment to achieving goal and plans, strong interpersonal, negotiating and influencing skills, and excellent planning and organization skills);
- Performs all necessary functions related to e-rate funding for the district, as required, including determining appropriate filings, ensuring compliance with current regulations, and communication with district stakeholders Support the division’s efforts to define and improve processes, to inform decisions through meaningful metrics, and to increase effectiveness and efficiencies of initiatives.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Oversees the development, management, and execution of all official documents including service agreements, contracts, RFPs, leases, etc., to ensure compliance with state law and school board policy.Negotiates with vendors to ensure optimum value for WCPSS in contracts and pricing.Works with the managers in the division to ensure that measures and targets are established for the key processes and deliverables.Establishes methods to gather data on key measures to determine the effectiveness and efficiency of division operations.Provides regular reports to division leadership.Performs process-monitoring activities on a regular basis.Drafts and maintains technology policies and guidelines to assure district contract procedures are followed.Assists in the process to define, document, and communicate standards for the district.Provides assistance to Technology Leadership Team in budget development by identifying funding requirements relative to contracts, leases, and service agreements from various areas within the Technology Services Division.Tracks and maintains the division’s fixed assets. This includes annual review and certification of assets list each spring, as required by Accounting Department. Stays abreast of latest trends and recommended practices pertaining to contract management and technologies.Perform other duties, as assigned.
WORK ENVIRONMENT/PHYSICAL REQUIREMENTS
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force.
