Monday-Friday (occasional evenings and weekends) Position is available for a Hybrid Telework workweek

POSITION PURPOSE:

Directs strategic planning, organization, and implementation of the Wake County Public School System’s (WCPSS) Teacher and School Leader (TSL) Incentive Program grant for 24 schools. Coordinates professional learning, resource allocations, and leadership support to TSL- funded activities and schools to ensure successful operation of actions and activities. Collaborates with central services departments, school leaders, teachers, and external stakeholders to maximize the effectiveness of TSL. Manages a $13.5 million federal budget and works directly with WCPSS Grants Office and the US Department of Education regarding grant-related correspondence and evaluation. Assists the Senior Director of Talent Management to ensure new programs and initiatives are implemented with fidelity and sustained long-term. The position is a 3 year grant funded position scheduled to end on September 30, 2026.

MINIMUM QUALIFICATIONS:

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

  • Extensive knowledge of human resources recruiting and retention and school improvement initiatives; 
  • Considerable knowledge of the TSL grant;
  • Considerable knowledge of Microsoft Office, specifically Word and Excel; Google Apps;
  • Strong budget management skills;
  • Excellent presentation skills;
  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback;
  • Ability to set goals and meet timelines in an environment with multiple, concurrent projects and federal reports;
  • Ability to establish and maintain effective working relationships with school system staff, students, parents, external agencies, and the public.

EDUCATION, TRAINING, AND EXPERIENCE

  • Bachelor’s degree in Education, Business Administration, or related field;
  • Five years of experience in education or business administration;
  • Extensive experience with implementing a federal grant;
  • Experience with human resources recruitment and retention strategies;
  • Experience with school improvement strategies;
  • Experience with planning and delivering professional development to adult learners.

CERTIFICATION AND LICENSE REQUIREMENTS

  • Must hold or be eligible for a North Carolina professional educator’s license;
  • Must hold and maintain a valid motor vehicle operator’s license according to the State of NC requirements.

PREFERRED QUALIFICATIONS:

  • Master’s degree in Educational Administration, Curriculum and Instruction or related field;
  • Experience as a school-based principal or Central Office administrator.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Provides leadership in developing and implementing human resources strategies and school improvement plans funded through the TSL grant, ensuring that all TSL-grant fundamentals at awarded schools are adhering to federal, state, and local policies.
  • Serves as the liaison between WCPSS Human Resources, the grant schools and the US Department of Education.
  • Provides budgetary oversight for a multi-million-dollar federal grant; ensures the grant spending plan is in
  • accordance with federal, state, and local policies, including review of all grant-related travel and training.

  • Coordinates with district personnel, principals, school-based instructional facilitators and coaches, and other staff members to support schools receiving TSL funds.
  • Coordinates and delivers TSL training, as needed.
  • Plans and facilitates regular meetings with TSL-funded school leaders.
  • Promotes and coordinates collaboration among schools, where applicable.
  • Coordinates with Human Resources, Academics, and other central services departments to implement TSL grant activities so that expected outcomes are achieved.
  • Provides grant updates through written and oral presentations to WCPSS management and assists with presentation to the Board of Education.
  • Researches and stays up to date with current trends and best practices in education, including Information about enhanced and innovative curricula.
  • Performs other related duties, as assigned.
  • WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

    This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers. The position, at times, must be able to come into direct contact with school system staff, staff members of external funding agencies, and the community. Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work frequently requires driving automotive equipment.
