Waccamaw Economic Opportunity Council is Hiring a Community Service Specialist (FT) Near Georgetown, SC

I. INTRODUCTION:
According to the needs of the organization and under general supervision, the Community Service Outreach Specialist will provide basic economic assistance and casework services to include recruitment of participants, eligibility determination for agency clients receiving CSBG/LIHEAP program services, and referrals. The Community Service Outreach Specialist will also disseminate program/agency information as appropriate to communities and agency referral partners and will take initiative to lead and propose outreach modes, while keeping the Assistant Program Director and Program Director informed on any issue with the potential for a significant impact.
II. DUTIES AND RESPONSIBILITIES:
  • Must have the ability to work with communities and their leaders to identify community needs and services that are necessary to promote community wellness.
  • Monitor the implementation of programs and services, assess their effectiveness to determine if adjustments or changes in their operations and or focus need to be made.
  • Must become knowledgeable about all programs and services offered in order to determine clients’ eligibility.
  • Prepares necessary forms/documentation required for securing and delivering program services.
  • Actively informing communities from target population about the availabilities of programs and services as well as recruit individuals to participate in the programs.
  • Coordinates services with other Human/Social Services Agencies as necessary to meet the assistance requests for needs and emergency of participants.
  • Collaborate with the Assistant Program Director and Program Director to develop and implement outreach strategies as well as activities that will inform and encourage participation in the CSBG/LIHEAP program. 
  • Conduct outreach events and presentations throughout the Tri County Area as appropriate to promote the goals and objectives of the program
  • Assists with data input of documentation and management of client tracking/monitoring processes, using both manual and computerized methodologies as may be required by the Agency and or program funding sources.
  • Must work effectively and have a positive attitude with other agency staff as well as with local referral agencies and partners regarding agency programs and the dissemination of information.
  • Performs other assigned duties and or tasks as deemed necessary.
III. QUALIFICATIONS:
ENTRY:
  • Associate Degree or equivalent in course hours in Human Services.
  • Possess a valid South Carolina driver’s license.
  • Must be able to work extended hours, including early mornings, and late evenings according to the demand of the role. 
  • Minimum 2 (two) years of experience (paid or volunteer) working in a community based organization or equivalency. 
  •  Working knowledge of other community resources where referrals can be made to participants.
  • Ability to maintain, retrieve and to visually review client files.
  • Effective communication skills (both oral and written) when making presentation and delivery of program reports, public involvement, and staff relations.
  • Strong computer skills with working knowledge of Microsoft Applications (ex: Word and Excel)
  • Strong skills in social media platforms such as Facebook, etc.
  • Familiarization with data and/or assessment processes using manual and computerized methods.
  •  Ability to travel throughout the tri-county service area (Horry, Williamsburg, and Georgetown County) using agency vehicle and at times using personal owned vehicle (with reimbursements) to attend various meetings and/or events.
  • Ability to lift 25 or more pounds.
DESIRABLE:
  • Bachelor’s Degree with emphasis in Family/Human/Social Services and one year of casework activities/human services work experiences.
  • Four (4) or more years of experience (paid or volunteer) working in a community based organization.
