Major Functions

Salary - $22,299.00 annually.

*Please note the salary above is based off part-time hours, this position is 20 hours/week*

The County of Volusia is seeking a 20-hour-per-week Environmental Specialist I for the Environmental Management Division. This position is located in DeLand, Florida, and will be responsible for professional work conducting and managing in-situ water quality environmental projects, studies and programs, performing complex field sampling and laboratory work and analysis. Sampling will be conducted on, but not limited to, estuarine, riverine, lacustrine and stormwater systems.

Illustrative Duties

(NOTE: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.)
  • Operates field sampling and testing equipment for air and water analysis.
  • Assists in pollution surveys by obtaining and recording essential information and collecting samples for laboratory analysis.
  • Documents all activities.
  • Prepares daily reports, summarizes, and recommends appropriate action to be taken.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.

Minimum Requirements

Bachelor of Science (B.S.) degree in Biology, Environmental Science, Geology, Hydrology, Chemistry, Environmental Engineering or related field A comparable amount of education, training, or experience may be substituted for the minimum requirements. The preferred candidate, having met the minimum requirements; will have at least one (1) year of experience with in-situ waterbody sampling, and boat and trailering operation, and statewide water quality issues including Total Maximum Daily Loads (TMDL's) and National Pollutant Discharge Elimination System (NPDES), and water sample collection including preparing bottle kits, electronic field reports and calibrating water quality equipment.
*Must possess and maintain a valid Florida driver's license

Knowledge, Skills & Abilities

  • Knowledge of all County, State, and Federal environmental codes, ordinances, and rules.
  • Knowledge of the principles and practices of environmental science.
  • Ability to operate equipment used for the sampling of water, and field-testing equipment used for sample analysis.
  • Ability to safely operate and trailer motorized vessels in fresh and salt waterways.
  • Ability to perform complex chemical and biological laboratory work.
  • Ability to identify and classify biological specimens.
  • Ability to meet and deal effectively with the general public and to explain and enforce regulations firmly, tactfully, and impartially.
  • Ability to work effectively with other County, municipal, State and Federal agencies, and the general public.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to work under stressful conditions.
  • Ability to interact effectively with others.
  • Must be able to relocate to other county locations based upon operational needs.
ADA REQUIREMENTS:
Physical Demands: Ability to lift, pull, push, carry up to 70 pounds. Ability to traverse uneven and/or wet ground. Able to wade through water. Able to see, hear, talk, feel, crouch, bend, kneel, reach, balance and climb. Visual acuity (peripheral vision, depth perception) to operate motorized vehicles and vessels.
Mental Demands: Ability to read and comprehend technical and professional journals and manuals, reports, blueprints, legal documents. Ability to write clearly and concisely memos, letters, reports. Ability to speak publicly and extemporaneously on technical subjects. Ability to perform basic mathematical functions. Ability to analyze data and develop conclusions.
Environmental Demands: Both inside and outside work. Exposure to inclement weather including humidity, heat, rain, cold, dust, mildew, noise. Exposure to fresh and salt water; mud, insects, toxic plants, snakes, and salt air. May be exposed to odors and toxic fumes. Medical monitoring may be required.
