About the job:

The Community Justice Program Manager has overall management responsibility for the adult Residential Reentry Center (RRC) facility in accordance with established policies and procedures and in compliance with applicable Bureau of Prisons' (BOP) and Minnesota Department of Corrections' (MNDOC) contract standards. Responsibility for overall management of RRC employees, program services, residents, the facility, and adherence to assigned performance standards promulgated by regulatory and contracting agencies. The Program Manager will lead with integrity, providing strategic and operational expertise to ensure services are administered seamlessly and successfully while at the same time working with the management team to create a culture of compassion, learning, problem-solving, teamwork, and leadership.

Essentials:

  • Serve as principal liaison with all referring agencies and outside regulators: e.g., BOP, MNDOC, State Fire Marshall, Health Inspectors, OSHA, and State Licensing.
  • Participate in audits conducted by regulatory and contract officials; take corrective action as required and ensure adherence to their policies as well as those of the RRC's and VOA’s.
  • Establish and maintain relationships with regulatory agencies, governmental representatives, partners, vendors, contractors, professionals, community groups, residents, and individuals within the community justice profession that assist the RRC’s in meeting its goals and objectives.
  • Review and update policies and procedures as needed - at least annually.
  • Review and update resident rules as needed.
  • Coordinate emergency medical supervision and reporting.
  • Ensure the building is clean and meets health and safety standards and all equipment is in working order.
  • Develop, coordinate, and supervise maintenance plans for the building and grounds.
  • Recruit, lead, manage, train, supervise, recognize, and develop staff and teams to achieve established objectives; provide quality services in a work environment reflecting teamwork and mutual respect.
  • Conduct annual performance reviews of all staff, including assessment of past year accomplishments corresponding to objectives set in previous reviews, coming year objectives corresponding to current program goals, and professional development objectives.
  • Develop, coordinate, and supervise staff training needs.
  • Provide coaching and mentoring to direct reports and ensure that they do the same with their teams.
  • Operate with transparency and accountability at the Board and staff level.
  • Maintain a work environment which respects and supports staff and residents and demonstrates respect and appreciation for diverse populations.
  • Provide on-call coverage rotating between Senior Case Manager and Shift Manager.
  • Participate in monthly budget/financial meetings, and review analyses of activities, costs, operations, and forecast data to determine department progress toward goals and objectives.
  • Complete understanding of the Bureau of Prisons Statement of Work.

Supervisory Responsibilities:

  • Supervises Senior Case Managers, Community Resources and Program Manager, and Shift Manager.

Required Qualifications:

  • Bachelors degree or equivalent
  • Three-years supervisory/management experience preferably in a residential setting
  • Five-years of experience in corrections
  • Subject to criminal and motor vehicle records checks
