POSITION DESCRIPTION

SUMMARY:
The HMIS Data Administrator at Volunteers of America-Michigan (VOAMI) is an at-will position that reports directly to the Data and Compliance Manager. This position will be responsible for providing support to Social Service programs by managing the Homeless Management Information System (HMIS) database to ensure the delivery of meaningful data for analysis. The HMIS Data Administrator will ensure, through system monitoring and end-user training, that the HMIS can deliver accurate data and generate accurate reports to government and non-government entities, as well as to program leadership. This role will also provide quality improvement support and ensure compliance across Social Service programs to ensure efficiency and mitigate risk.

ESSENTIAL JOB FUNCTIONS:

  • Ensure Data Accuracy:
    • Enter accurate data into the HMIS
    • Conduct regular audits for data errors
    • Ensure the HMIS reflects a true picture of program activities and outcomes
    • Input data into other applications as needed
  • Generate Meaningful Reports:
    • Create reports that provide valuable insights for program leadership, government agencies, and non-profit partners
    • Use reports to track program performance, measure progress toward goals, and inform decision-making
  • Train and Support Staff:
    • Equip program staff with the skills they need to use the HMIS effectively through training sessions
    • Maintain staff training schedule and licensing requirements
  • Champion Quality Improvement:
    • Continuously identify ways to improve data quality, system efficiency, and compliance with HMIS standards
    • Perform other tasks deemed necessary for maintaining the quality of HMIS
  • Continuum of Care (CoC) Liaison
    • Represent VOAMI at CoC HMIS Agency Administrator meetings across Michigan
    • Work closely with CoC’s to maintain data quality of HMIS, including data quality audits, report building, and collaborating on new HMIS initiatives
    • Advocate on behalf of VOAMI for data and reporting needs
    • Manage end user licenses to meet CoC requirements
  • Promote Best Practices:
    • Collaborate with staff to ensure they follow HMIS best practices and regulations
    • Provide leadership with HMIS news, strategies, and best practices to ensure compliance with the U.S. Department of Housing and Urban Development (HUD) and other data requirements
    • Create, troubleshoot, and revise as-needed processes and procedures to ensure timely, and accurate data entry

RELATED JOB FUNCTIONS

  • Maintain compliance with all VOAMI policies and procedures
  • Ensure that all duties are carried out in a timely and orderly fashion
  • Attend workshops, trainings, conferences, etc. to further knowledge and expertise in HMIS, data management and/or general compliance
  • Other duties as assigned by the Program Manager/Data and Compliance Manager

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  • Experience with the Homeless Management Information System (HMIS)
  • Strong attention to detail
  • Excellent organization and time management skills
  • Proficiency in data entry and analysis tools
  • Experience with Microsoft Office products and a desire to learn new programs necessary for assigned duties and responsibilities
  • Knowledge of training/development, technical writing, and general compliance
  • Ability to nurture and maintain professional relationships across departments and programs
  • Ability to prioritize with competing priorities and deadlines
  • Ability to organize and perform work independently
  • Ability to communicate effectively both verbally and in writing

REQUIRED EDUCATION AND EXPERIENCE:

  • A high school diploma or equivalent
  • Preferred two years’ experience in human services or nonprofit agency

Environmental Working Requirements:
Work is done in either an on-site or remote office environment with exposure to computer screens. Works closely with Managers and Directors within the Social Services Department. Interacts with a diverse public. May be subjected to interruptions throughout the day. May be subject to hostile and/or emotionally upset public. May be required to travel to remote sites to perform job duties. Travel requirements may be up to 50%.

Other Requirements:
Must maintain a valid Michigan driver’s license and driving record that satisfies insurability requirements.
