JOB TITLE: Maintenance Technician III
DEPARTMENT: Public Works/Roads
ROLE & LEVEL: T3
PAY GRADE: 4
FLSA STATUS: Non-Exempt
JOB SUMMARY:
Position is responsible for senior-level technical work related to the safe and effective operation of heavy equipment in the excavation, construction, and maintenance of roadways, grounds, parks, and related public maintenance functions. Position performs journey level highly skilled maintenance work involving application of a variety of trades’ skills. Employees in this position generally operate heavy equipment but may be assigned to operate medium equipment as needed to accomplish work order objectives. Depending on the area of assignment, employees may also be responsible for providing advanced-level solutions to ensure safe and proper operating conditions of a wide variety of automotive and heavy construction equipment.
Work is performed under general supervision with moderate latitude. Position relies on experience and exercises independent judgment to determine the best approach by using and interpreting policies and procedures. At times, the position supervises and instructs less experienced staff and exercises judgment in accordance with well-defined policies, procedures, and techniques.

Any Assignment Area
  • May assist Trades Crew Chief in ordering materials and supplies required to complete work orders for assigned work crew; maintains records of materials/supplies utilized and work hours of the assigned crew; inspects materials and equipment before commencing work to ensure proper operating and safety conditions; ensures proper safety/traffic control conditions per work site.
  • Functions as a lead worker in the more complex aspects of the work, including providing training and guidance in proper methods, tools, and techniques.
  • Operates various trucks and equipment in the loading, hauling, and transfer of various equipment, materials, and supplies.
  • Oversees field crews of equipment operators, maintenance workers, and lower-level maintenance technicians when applicable to work order assignments.
  • Performs highly skilled, journey-level work in the application of various trades’ occupations.
  • Functions in a lead capacity, as directed, in overseeing the work product and project coordination tasks of lesser-skilled staff, and in ensuring adherence to established deadlines and safety requirements.
  • Performs inspection and testing tasks as part of a regular preventive maintenance program and to ensure safe and proper operating conditions.
  • Applies trades skills to new construction projects or maintenance tasks depending on the area of assignment.
  • Maintains various records regarding assigned tasks, e.g., work orders, timesheets, materials required/used, and purchase requisitions.
  • Oversees and participates in a variety of grounds, services, maintenance, and/or construction duties according to area of assignment.
  • Refers to a variety of documentation and materials for instruction and in troubleshooting systems, e.g., blueprints, schematics, and installation/repair manuals.
  • Ensures adherence to safety and accident prevention standards and regulatory guidelines.
  • Performs inspection and testing tasks as part of a regular preventive maintenance program and to ensure safe and proper operating conditions.
  • Performs all duties in conformance to appropriate safety and security standards; utilizes personal protective equipment when necessary.
Roads
  • Operates a variety of trucks (with manual & automatic transmissions) and heavy equipment to build, repair, and maintain roads, properties, and infrastructure in accordance with all safety regulations and procedures; duties may vary according to job assignment.
  • Inspects, cleans, and performs routine maintenance on vehicles and equipment according to Public Works Department (PWD) standards; identifies and reports mechanical problems requiring additional repair.
  • Performs complex road repair and maintenance tasks; plows and cleans roads as directed; reports safety hazards and traffic problems.
  • Resurfaces paves, grades, and shapes roads; plows snow and spreads asphalt; inspects, repairs cleans, and maintains roads and roadways as needed.
  • Repairs surface failures, utility cuts, potholes, and sealing cracks in the pavement; maintains PWD infrastructure, including bridges, storm drains, and culverts.
  • Collects and hauls construction materials; transports vehicles and equipment to PWD job sites; utilizes power and hydraulic equipment, and specialized tools and equipment as needed.
  • Performs manual labor assignments as needed, including accident and hazardous materials cleanup, foliage maintenance, and snow and debris removal.
  • Performs traffic control and flagging activities as needed; follows safety rules and regulations on all work zone and flagging sites, including placing signs, barricades, traffic cones, and other warning devices.
  • Responds to emergencies as directed and performs tasks in the interest of public safety and property protection during emergencies.Roads

Supervisory Responsibilities:
  • This position has no supervisory responsibilities.
MINIMUM QUALIFICATIONS:
High School Diploma/GED required; supplemented by some vocational training and three (3) or more years of progressively responsible experience as an automotive mechanic, equipment mechanic, or in two or more of the trades fields (construction, carpentry, electrical, plumbing, mechanical); demonstrated ability to operate a variety of trucks, medium-sized and heavy maintenance or construction equipment; or an equivalent combination of education, training, and experience; ability to satisfy the physical requirements of the job; or an equivalent combination of education, certification, training and/or experience.
Depending on area of assignment, must possess a two (2) year technical/vocational air conditioning program and two (2) years of experience in industrial/commercial air conditioning work OR completion of a four (4) year apprenticeship program in air conditioning and refrigeration.
Certifications and Licenses:
  • Must possess and maintain a valid State of Florida Driver’s License and the ability to drive a Village-owned vehicle per established policies, procedures, and safety guidelines.
  • Depending on area of assignment, a “Class A” or “Class B” Commercial Driver’s License (CDL) is preferred at the time of hire, or the ability to obtain within 12 months of employment or transfer, if the job assignment includes the operation of heavy equipment.
  • Depending on area of assignment, FEMA (Federal Emergency Management Agency) Certification is preferred at the time of hire, or the ability to obtain within 12 months of employment or transfer as necessary.
  • Depending on area of assignment, employees may need an American Traffic Safety Services Association (ATSSA) Certification or MOT Intermediate.
  • Possession of a valid Florida “Class E” driver’s license may be required of all employees.
Regular attendance at work on-site is essential to maintain the necessary teamwork, personal interaction, and supervision that this position requires. Responds to emergency call-ins for hurricanes or other critical events.
KNOWLEDGE, SKILLS, AND ABILITIES:

  • Depending on the area of assignment, knowledge of advanced-level repair solutions may be required to ensure safe and proper operating conditions

  • Skill in performing routine maintenance on equipment and determining when and what kind of maintenance and/or repair is needed

  • Depending on area of assignment, ability to climb a ladder and walk on flat roofs

PHYSICAL REQUIREMENTS:
Depending on functional area of assignment, tasks involve the regular and, at times, sustained performance of moderately physically demanding work and may require occasional lifting, carrying, pushing and/or pulling of heavy objects or materials (up to 80 pounds). Tasks that require moving objects of significant weight require the assistance of another person and/or use of proper techniques and moving equipment. May require periodic lifting, carrying, pushing, and/or pulling of heavier objects.
ENVIRONMENTAL REQUIREMENTS:
Tasks are regularly performed inside and/or outside with potential for exposure to adverse conditions, such as dirt, dust, pollen, odors, fumes and/or poor ventilation, wetness, humidity, rain, temperature and noise extremes, machinery and/or moving vehicles, vibrations, electric currents, animals/wildlife, toxic/poisonous agents, gases or chemicals, oils and other cutting fluids, violence and/or disease, or pathogenic substances.
SENSORY REQUIREMENTS:
Tasks require sound and visual perception and discrimination. Tasks require oral communications ability. Must have manual dexterity and be able to perform repetitive motions of the wrists, hands, or fingers. Must be able to perceive color and depth. Tasks involve prolonged eye use and/or fine visual ability; computer work, reading text, visual inspections, or measurement devices. Must be able to follow visual cues or signals.
